Leaders of the Nghe An Provincial People's Committee held a regular citizen reception session in July 2026.

During the meeting, Ms. Luu Thi Thiep (from Binh Minh commune) requested to be allocated a plot of land in Tan Chau commune to build a memorial for martyr Nguyen Trong Quang.

According to the leaders of Tan Chau commune, the worship of martyr Nguyen Trong Quang has been and is being carried out meticulously and fully by his family and relatives. The local government is fully and correctly implementing all regulations regarding support for the worship of martyrs.

Regarding Ms. Thiep's request, based on regulations, she is not eligible for land allocation without auctioning the land use rights, therefore her request for land allocation has no legal basis for resolution.

Regarding the former land plot of the martyr's family, the local authorities determined that after many historical changes, the family no longer managed or used it; since 1985, the land plot had been allocated to another household for stable use and was granted a land use right certificate in 1996.

Concluding the meeting, Vice Chairman of the Provincial People's Committee Phung Thanh Vinh expressed his condolences to the families of the fallen soldiers; and affirmed that all requests must be considered based on the provisions of the law.

The comrade instructed the Department of Agriculture and Environment to take the lead, in coordination with relevant agencies, in reviewing all records, clarifying the origin of the land plot previously owned by the martyr's family and the legal basis, and advising on a written response to the citizen before August 15, 2026; the Provincial People's Committee Office will monitor and urge the implementation. Regarding the request for land allocation to build a martyr's memorial, the case does not meet the current regulations.

Regarding the proposal from Mr. Tran Ngoc Hong (Nghia Mai commune), representing 18 households who leased land from Co Do State Farm, concerning the resolution of financial support for training, vocational retraining, and job search after the State reclaims the land to implement the feed crop cultivation project for dairy cattle farming by TH Milk Food Joint Stock Company, the Vice Chairman of the Provincial People's Committee assessed it as having merit.

The comrade instructed the People's Committee of Nghia Mai commune to take the lead in developing a supplementary plan, fully determining the origin of the land, area, type of land, and level of support. The Department of Agriculture and Environment and the Department of Finance will provide guidance on professional matters, funding sources, and reimbursement/deduction methods in accordance with regulations.

The comrade requested that TH Dairy Food Joint Stock Company coordinate with local authorities to develop a plan and proactively advance funds to pay people immediately after the plan is approved. The entire review, preparation, and approval of the supplementary plan must be completed before the end of August 2026.

Meanwhile, Ms. Cao Thi Xuan (Van Du commune) requested a reissue of her land use right certificate, stating that the area issued in 2021 was 1,119.4 m² instead of 953.5 m².

According to the authorities, the reason for the reduction in the allocated land area is that during the land transfer process, it was discovered that the land use status had changed because a portion of the land had been donated for road construction and another portion had been transferred but the changes had not been registered.

In conclusion, the Vice Chairman of the Provincial People's Committee assigned the Department of Agriculture and Environment to issue a final response on behalf of the Provincial People's Committee, based on the advice of the Provincial Land Registration Office and local authorities, before August 15, 2026. If citizens disagree, they can exercise their right to file a lawsuit in court as prescribed by law.

Mr. Nguyen Ba Huyen (Trung Loc commune) requests the issuance of a Certificate of Land Use Rights for the first time for a plot of land measuring nearly 324 m², which originated from a land exchange with the People's Committee of Nghi Long commune (formerly) in 1999 for the construction of a village cultural center.

Currently, there are still obstacles in considering the issuance of land use right certificates for the above-mentioned case regarding the origin of land use and the authority to allocate land in the past.

Therefore, concluding this matter, Vice Chairman of the Provincial People's Committee Phung Thanh Vinh stated that the Department of Agriculture and Environment is coordinating with the Department of Justice to advise the Provincial People's Committee on a plan to address the specific issues mentioned above; at the same time, this matter is also being amended and supplemented in the 2024 Land Law.

The comrade instructed the People's Committee of Trung Loc commune to continue monitoring and reviewing the files; when new regulations are issued, they should promptly consider and resolve the issues in accordance with the regulations.

Regarding the petition from Mr. Nguyen Van Bich, representing three households in Phuc Loc commune, he requested the issuance of land use right certificates for five agricultural land plots that have been used stably since 1992.

The Vice Chairman of the Provincial People's Committee assessed this as a legitimate request, but it is currently hampered by legal regulations because the land parcels are still shown on the 2010 cadastral map as land managed by the Commune People's Committee.

The comrade instructed the Department of Agriculture and Environment and the People's Committee of Phuc Loc commune to review all records, accurately determine the origin and history of land use; households must provide complete documentation proving the process of land reclamation and stable use to seek guidance from the Ministry of Agriculture and Environment on handling the matter, ensuring compliance with regulations and practical realities. The review must be completed before August 15, 2026.

During the public consultation session, Mr. Nguyen Huu Truong (residing in Hung Nguyen Nam commune) requested the reopening of the road connecting residential cluster 2 (formerly Xuan Lam commune); he also requested action against cases of encroachment on the road's right-of-way.

According to local reports, the road upgrade and construction project, with the People's Committee of Xuan Lam commune (formerly) as the investor, has been halted after 13 out of 15 households with land on both sides of the road refused to agree to its implementation.

Regarding the reported encroachment, the People's Committee of Hung Nguyen Nam commune established a working group to review land cadastral records and land use right certificates of 15 households, and organized dialogues and on-site inspections.

Concluding the matter, Vice Chairman of the Provincial People's Committee Phung Thanh Vinh assigned the People's Committee of Hung Nguyen Nam commune to take the lead and coordinate with the Department of Agriculture and Environment to inspect and review all documents and legal grounds regarding the opening of the road as requested by the citizens.

Regarding the handling of encroachment, the Vice Chairman of the Provincial People's Committee requested the commune to continue to fully implement the procedures and regulations as prescribed by law, ensuring transparency; coordinate with the Department of Construction to guide the handling according to regulations on traffic safety corridors and maintain complete records. All matters must be reviewed and reported to the Provincial People's Committee before August 15, 2026, to provide answers to citizens.

Ms. Nguyen Thi Hoa (Hung Nguyen commune) has requested the re-issuance of a land use right certificate for a plot of land measuring over 330 m², changing its purpose from "other annual crop land" to "residential land". The citizen argues that the issuance of the certificate by the People's Committee of Hung Nguyen district (formerly) with the intended use as "other annual crop land" was not in accordance with regulations.

According to the review conducted by the People's Committee of Hung Nguyen commune, the issuance of the land certificate for Ms. Hoa's family's plot of land was in accordance with the law. Therefore, there is no basis for reissuing the certificate or changing the land use purpose as requested by the citizen.

Concluding the case, Vice Chairman of the Provincial People's Committee Phung Thanh Vinh instructed the Hung Nguyen Commune People's Committee to coordinate with the Department of Agriculture and Environment to review the dossier and provide a clear response to the citizen; at the same time, provide specific guidance on the conditions and procedures for changing the land use purpose. The resolution must be completed before August 15, 2026.

Mr. Cao Quang Thang (Thanh Vinh ward) petitioned the Thanh Vinh Ward People's Committee to dismantle the structure belonging to Mr. Bui Xuan Ngoc, which is alleged to be encroaching on and obstructing inter-block traffic in Block 8, Hung Chinh.

Regarding this matter, Vice Chairman of the Provincial People's Committee Phung Thanh Vinh instructed local authorities, based on the legal basis of the case as determined through land records and related documents, to implement a handling plan and report the results to the Provincial People's Committee before August 31, 2026. During the implementation process, it is necessary to strengthen public relations work, mobilizing households to resolve the issue in a spirit of solidarity, preserving neighborly relations, creating conditions for the demolition to be carried out consensibly, and maintaining security and order at the grassroots level.
