In the atmosphere of nationwide jubilation celebrating the success of the 14th National Congress of the Party, the new spring arrives, bringing with it faith and aspirations for development.
Looking back at the long history of nation-building and national defense, "the people are the foundation" has always been the guiding principle throughout the nation's governance philosophy and a solid foundation in the Party's leadership. Entering a new era, continuing to put the people at the center and fostering their trust in the Party is the source of strength for the country to steadily move towards a prosperous and happy future.

The nation welcomes a new spring, with the joy of celebrating the success of the 14th National Congress of the Party. The political documents of the Congress serve as a beacon guiding the new era of the nation for the entire Party and people to implement. One of the important contents emphasized in the documents is: Thoroughly understanding and strictly practicing the principle that "the people are the foundation."
Throughout thousands of years of nation-building and defense, the concept of "the people are the foundation" was formed very early on. During the Ly Dynasty, the Penal Code of 1042 clearly stated: "Caring for the lives of the people, reforming the laws to alleviate their suffering and eliminate injustice throughout the land." Facing the powerful Mongol invaders, King Tran organized the Dien Hong Conference, inviting elders and influential figures from across the country to Thang Long to discuss strategies for fighting the enemy. Thanks to mobilizing the determination of the entire population and recruiting and employing many talented generals such as Tran Quoc Tuan, Tran Quang Khai, Tran Khanh Du, Tran Nhat Duat, Pham Ngu Lao, Yet Kieu, and Da Tuong, the Tran Dynasty defeated the invading enemy three times, firmly protecting the country. After the country achieved peace, Tran Quoc Tuan again suggested to the King: "To ease the burden on the people is the best strategy for maintaining a strong foundation and preserving the nation." During the Le Dynasty, the concept of "the people are the foundation" was clearly expressed by Nguyen Trai, a world-renowned cultural figure, in the opening of the Binh Ngo Dai Cao (Proclamation of Victory over the Wu): "The essence of benevolence and righteousness lies in ensuring the people's peace." He also stated, "The people are the ones who steer the boat, and the people are also the ones who can overturn it," to warn those who went against the legitimate interests of the people and acted against their will. When the French colonialists invaded our country, King Ham Nghi left the capital Hue and went to the forests to launch a nationwide resistance. In his decree, the king wrote, "The people are the foundation of the nation." This shows that our ancestors, from time immemorial, have always cared about the role of the people in building and protecting the country.

After its founding (February 3, 1930), our Party and President Ho Chi Minh highly valued the position of the people. Beloved Uncle Ho wrote: “In the sky, nothing is more precious than the people. In the world, nothing is stronger than the united force of the people,” and “The nation is founded on the people.” He further stated: “Our Party and our Government have no other interests besides the interests of the people, so Party members and cadres inside and outside the Party must wholeheartedly serve the people and the class.”
The documents of the 14th Party Congress summarize five lessons learned after 40 years of reform, including the lesson: Thoroughly understand and practice the principle that "the people are the foundation." Promote the role and central position of the people. All policies and guidelines must truly stem from the legitimate aspirations, rights, interests, and happiness of the people; truly trust, respect, and promote the people's right to self-governance; persistently implement the motto "the people know, the people discuss, the people do, the people inspect, the people supervise, and the people benefit"; strengthen close ties with the people; rely on the people to build the Party and the political system; and use the satisfaction and trust of the people and businesses, and the effectiveness of work, as criteria for evaluating cadres. Strengthen and effectively promote the power of the people and the national unity.

Thanks to a profound understanding and consistent action based on the principle that "the people are the foundation," our Party has led our people to defeat all invading enemies and achieve many great achievements in socio-economic development, firmly protecting national sovereignty and territorial integrity, and enhancing the country's international standing and prestige as it is today. Implementing the Resolution of the 13th National Congress of the Party, over the past five years, the whole country has strived to achieve many important results in the three strategic breakthroughs, developing culture, people and society, building and rectifying the Party and the political system, continuously consolidating and strengthening national defense and security, expanding and elevating foreign relations and international integration…
The above results are the most vivid evidence that our Party consistently focuses on cultivating trust with the people, strengthening close ties with the people, and relying on the people to build a clean and strong Party and political system.

The people's trust in the Party is the source of strength that has led to the victory of the Vietnamese revolution. The Party's 13th National Congress documents emphasize: "Strengthening the people's trust in the Party, the State, and the socialist system." The people's trust can only be strengthened and reinforced when the work of Party building and rectification is carried out effectively. In other words, a truly clean and strong Party is a prerequisite for the people to trust the Party. The Party must constantly focus on building a strong Party in terms of politics, ideology, organization, and personnel; it must cultivate, train, and select a team of cadres who are truly virtuous, talented, thrifty, honest, and selfless. At the same time, it must continue to vigorously fight against corruption, waste, bureaucracy, and alienation from the people, and constantly strive to improve the material and spiritual lives of the people. The people are the subjects of the Party's leadership, but at the same time, they are the Party's support; therefore, the people have the responsibility to effectively implement the Party's guidelines and policies, and the State's laws and regulations. The practical experience of 40 years of reform further affirms that the Party's leadership is the decisive factor ensuring all the victories of our country's revolution and our people.

Putting the people first and fostering the people's trust in the Party is of paramount importance for our Party to continue leading our people to achieve even greater accomplishments, ushering the country into a new era, a new spring, towards the glorious 100th anniversary of the Party's founding (2030), the 100th anniversary of the nation's founding (2045), for a peaceful, independent, democratic, prosperous, civilized, and happy Vietnam, steadily advancing towards socialism as envisioned by our beloved President Ho Chi Minh and the aspirations of all our people.
Nghe An, a land of "lush green mountains and clear blue waters like a painted picture," rich in revolutionary traditions and with the great honor of being the birthplace of the beloved President Ho Chi Minh, will certainly creatively apply the viewpoint "the people are the foundation" and the Resolution of the 14th National Congress of the Party to life effectively. On that basis, it will strongly promote the people's right to self-governance, mobilize all resources to the maximum extent, continuously cultivate the people's trust in the Party, and strive to achieve and surpass the goals and targets set forth in the Resolution of the 20th Provincial Party Congress.
