Public consultation will be held for one month regarding constitutional amendments to reorganize the government apparatus.

This morning, the Standing Committee of the National Assembly Party Committee met to discuss the draft plan for reviewing, amending, and supplementing the Constitution and laws of the State to serve the reorganization of the political system's apparatus, and the draft report on the work of perfecting institutions to serve the reorganization of the political system's apparatus.

National Assembly Chairman Tran Thanh Man said that, in terms of progress, according to the requirements of the Politburo, the deadline for submitting the documents to the Central Office for presentation to the Politburo for consideration and comments is very tight.

The nature of the work is very important, the workload is enormous, it involves the responsibilities of many agencies and organizations, and it is linked to the policy of streamlining and reorganizing the political system's apparatus.

Accordingly, in terms of requirements, caution, objectivity, democracy, scientific rigor, specificity, and effectiveness are necessary, demanding strict, reliable, and high-quality processes and procedures, based on innovation and breakthrough thinking. Regarding mechanisms, the participation of experts, scientists, managers, and public opinion must be ensured.

"According to regulations, amending the Constitution will require a public consultation. The public consultation is expected to take place over one month, with the results compiled within five days, and will be conducted from May to June," the Speaker of the National Assembly said.

Emphasizing the importance of the policy to amend and supplement some articles of the 2013 Constitution, the Chairman of the National Assembly said that the Standing Committee of the National Assembly Party Committee is very interested in this matter, and since the meeting on March 17th, the Standing Committee has held its second meeting on this issue within just one week.

"We won't count how many meetings we'll have, but we'll hold continuous meetings until everything is mature and clear, then we'll compile a report for the relevant agencies. It's not just the Standing Committee of the National Assembly that's meeting; the Politburo, the Secretariat, the Party committees, the Fatherland Front, the People's Procuracy... are also meeting continuously," the Speaker of the National Assembly stated.

He stated that, in recent days, the Standing Committee of the National Assembly's Law and Justice Committee has urgently coordinated and conducted research, incorporating feedback and revising the draft plan, focusing on six groups of issues. The draft report has focused on reviewing 58 Party documents, 12 articles of the 2013 Constitution, and 421 legal documents. The draft plan is very thorough, comprising nine types of documents; the draft report clearly outlines the proposed options and includes three appendices.

To date, the draft plan for reviewing, amending, and supplementing the Constitution and laws of the State to serve the reorganization of the political system's apparatus, and the draft report on the work of perfecting the institutional framework to serve the reorganization of the political system's apparatus, have been meticulously and systematically developed.

The involvement of relevant agencies and organizations has been more responsible, with sufficient and proactive feedback, ensuring progress. Sixteen agencies and organizations have submitted feedback, all agreeing with the basic content of the Project; the thorough feedback and explanations provided initially offer more reassurance.

At the meeting, the Standing Committee of the National Assembly Party Committee heard a summary presentation of the draft proposal and draft report from the representative of the Committee on Law and Justice.

Members of the Standing Committee, representatives of Party committees, and Party committees of agencies, ministries, and sectors focused on providing feedback on the contents of the draft proposal, the draft report, and related issues.
