At the conference, Ms. Phan Thi Trang, Head of the Provincial Labor Union's Organization Department, discussed the draft regulations on the decentralization of personnel management. Based on the regulations of the Party, the State, the General Confederation of Labor, and the Provincial Party Committee, as well as the practical situation of the province, the conference participants exchanged views and clarified the legal basis. To add some content that is more in line with practical realities, the Standing Committee authorized the Provincial Labor Union's Executive Committee to address these issues promptly.

Regarding the assignment of civil servants to positions in 2022, the delegates offered six practical suggestions. The conference reached a high level of consensus, emphasizing that the assignment of civil servants to positions should be appropriate to the job while also ensuring the rights and benefits of officials and specialists.

The delegates also contributed opinions on the plan for developing union membership and establishing new branches.grassroots trade unionRecognizing this as a vital, urgent, and long-term issue, the delegates focused their discussions on methods, resources, approaches, and mechanisms to attract union members to trade unions and establish new grassroots trade unions.

The conference also discussed the scoring and ranking criteria for districts and sectors in 2022; the plan for establishing and the draft Circular of the Provincial Party Committee on organizing the Congress of Trade Unions at all levels for the 2023-2028 term.

Later that afternoon, the conference heard a report from Ms. Nguyen Thi Thanh Thuy, Head of the Propaganda and Women's Affairs Department of the Provincial Labor Union, on the Draft Regulations on the operation of the team of speakers and social opinion surveyors; and the Plan.Workers' Month2022.

Given the complex and unpredictable developments of the Covid-19 pandemic, the 2022 Workers' Month activities will focus on implementing specific and meaningful activities that contribute to enhancing the position of trade unions while ensuring pandemic prevention and control.

For district-level trade unions, in addition to promoting regular and effective activities according to the annual plan, the units focus on five basic contents: Propagating the Party and State's policies and guidelines on the working class and trade union organizations; caring for and supporting workers, implementing the "Visiting Workers' Dormitories" program; guiding grassroots trade unions in negotiating, amending, and supplementing collective labor agreements; launching and responding to the "Program of 1 Million Initiatives, Efforts, Overcoming Difficulties, Creativity, and Determination to Win Against the Pandemic"; organizing the forum "Enterprises for Workers - Workers for Enterprises"; and promoting the development of union membership and the establishment of grassroots trade unions.

Regarding the regulations for the operation of the team of reporters and social opinion surveyors, it was agreed to establish a team at the provincial Labor Union level with 15 members.

In his concluding remarks at the conference, Comrade Kha Van Tam highly appreciated the contributions and suggestions from the delegates. He instructed the specialized committees on Organization, Propaganda, and Women's Affairs to incorporate the delegates' opinions, promptly revise and supplement the draft projects and plans to ensure quality and effectiveness.
