Ceremony announcing the establishment of the VI People's Police Cultural School in Nghe An province.

Attending the ceremony were Lieutenant General Pham The Tung - Member of the Central Committee of the Party, Deputy Minister of Public Security; and leaders of units under the Ministry of Public Security and Military Region 4.

Delegates from Nghe An province included: Nguyen Khac Than - Member of the Central Committee of the Party, Secretary of the Provincial Party Committee, Head of the Provincial National Assembly Delegation; Vo Trong Hai - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; along with leaders of the Provincial People's Council, Provincial People's Committee, Provincial Fatherland Front Committee and various departments and agencies.

At the ceremony, the Organizing Committee announced the Decision of the Minister of Public Security on adding the VI People's Public Security Cultural School to the organizational structure of the Nghe An Provincial Public Security Department; and the Decision of the People's Committee of Nghe An Province on establishing the VI People's Public Security Cultural School (VI People's Public Security Cultural School), a boarding primary, secondary, and high school.

According to a decision by the People's Committee of Nghe An province, the VI People's Police Cultural School is a public service unit within the national general education system. The school is under the direct and comprehensive direction and management of the Nghe An Provincial Police Department; and receives professional guidance on education from the Nghe An Provincial Department of Education and Training. The school's headquarters are located in Long Son 3 block, Thai Hoa ward, Nghe An province.

The establishment of the VI People's Police Cultural School aims to create learning and training opportunities for students from disadvantaged backgrounds, students from remote areas, and students from ethnic minority communities.

This is a specialized educational model with profound humanitarian significance, contributing to the effective implementation of the policy of caring for, protecting, and educating children, especially children in difficult circumstances and children from vulnerable groups, creating opportunities for fair and sustainable development for them.

The target group for enrollment at the VI People's Public Security Culture School includes: Children of war invalids and martyrs of the People's Public Security, children from disadvantaged families; children from ethnic minorities in difficult circumstances; children receiving monthly social welfare benefits; and foreign children participating in cooperation programs between the Vietnamese Ministry of Public Security and other countries. For the 2026-2027 academic year, the school will enroll 270 students/9 classes, including 3 classes of grade 5, 3 classes of grade 6, and one class each for grades 7, 8, and 9.

Speaking at the ceremony, Deputy Minister of Public Security Pham The Tung affirmed that the establishment of the VI People's Public Security Cultural School in Nghe An province demonstrates the responsibility of the Public Security force in implementing social welfare policies; and is also a concrete result of the "Three Best" emulation movement: "Most disciplined - Most loyal - Closest to the people," increasing the effective and substantive contribution of the Public Security force to the cause of national development in the new era.

Deputy Minister Pham The Tung commended the sense of responsibility and proactiveness of the Ministry of Public Security's Office, the Nghe An Provincial Police, and other functional units in advising and implementing the Project to organize People's Police Cultural Schools; he also acknowledged and highly appreciated the close and effective coordination of the Ministry of Education and Training, the Provincial Party Committee, the People's Committee of Nghe An province, and relevant agencies in the process of preparing for the establishment of the VI People's Police Cultural School.

To ensure that the VI People's Public Security Cultural School fully meets its objectives, Deputy Minister Pham The Tung requested that the Public Security forces of all units and localities strive to build the VI People's Public Security Cultural School into a model of education and training that ensures security and safety, linked with social welfare, that is "outstanding, exemplary, comprehensive, and sustainable" for the country and the region, in line with the goals and requirements set by the Central Public Security Party Committee. All construction and development activities of the school must focus on disadvantaged children, ethnic minority children, and children from families receiving preferential treatment as the central subjects.

Mobilizing and effectively utilizing the resources of ministries, departments, localities, organizations, and individuals, with the People's Public Security Force as the core, to build the VI People's Public Security Cultural School into a professionally operated, modern, sustainably developing, and outstanding institution, a "model example" in the nation's human resource development; strengthening the trust of the people and international friends in the Party, the State, and the People's Public Security Force.

Speaking at the ceremony, Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee Vo Trong Hai emphasized that the establishment of the VI People's Police Cultural School in Nghe An province contributes to supplementing a specialized educational institution, creating an environment for students to study and train comprehensively; and at the same time contributes to effectively fulfilling the task of caring for and developing human resources for the locality.

In the coming period, Nghe An province will continue to coordinate with the Ministry of Public Security, the Provincial Police, and the school to overcome difficulties and create favorable conditions for the school to gradually improve the quality of its activities.

Chairman of the Provincial People's Committee Vo Trong Hai requested relevant departments, agencies, and localities to continue coordinating with the Provincial Police to advise and support the school in improving its organization, building a team of staff and teachers, and investing in facilities and equipment to meet the requirements of its mission.

The school administration and teaching staff will continue to uphold their sense of responsibility and dedication to the profession, building a disciplined, humane, and high-quality educational environment; helping students develop comprehensively in terms of knowledge, ethics, skills, and a sense of responsibility.

Addressing the students, Chairman of the Provincial People's Committee Vo Trong Hai expressed his hope that they would always strive to study, train, cultivate their morals, and overcome difficulties to become useful citizens for society, contributing to the development of their homeland and country.

At the ceremony, delegates performed the ritual of inaugurating the school with the first stroke of the pen, marking the milestone of the VI People's Police Cultural School officially embarking on a new phase of construction and development, opening up opportunities for learning, training, and growth for many generations of students from disadvantaged backgrounds.

Leaders from the Ministry of Public Security and Nghe An province presented the school and students with many meaningful gifts, contributing to better serving the tasks of research, teaching, and learning.
