The two leaders shook hands and turned toward the honor guard. The military band, dressed in the symbolic attire of soldiers who fought for Peru's independence in the 19th century, played the national anthems of Vietnam and Peru.

Following the ceremony, President Dina Ercilia Boluarte Zegarra and President Luong Cuong entered the main hall of the Casa de Pizarro Presidential Palace to cordially greet and introduce the officials from both countries present at the welcoming ceremony.

President Luong Cuong's official visit to Peru coincides with the 30th anniversary of the establishment of diplomatic relations between the two countries (November 14, 1994 – November 14, 2024). This is an important milestone, reflecting the positive development of bilateral relations from the political-diplomatic to economic-trade fields, and represents a historic opportunity and impetus to further deepen the friendship and cooperation between the two countries.

Over the past three decades, despite their geographical distance, the two countries have made significant progress in promoting political, diplomatic, economic, trade, and investment relations.

Senior leaders from both sides frequently hold bilateral meetings and contacts on the occasion of attending international conferences.

In addition, Vietnam and Peru have established bilateral dialogue mechanisms, such as a political consultation mechanism between the two countries at the Deputy Foreign Minister level, an intergovernmental committee on economic and technical cooperation at the Deputy Minister level, and signed numerous agreements and memoranda of understanding on cooperation.

On multilateral forums, Vietnam and Peru share similarities such as exchanging support for candidates and being members of the United Nations, APEC, the Comprehensive and Progressive Trans-Pacific Partnership (CPTPP), and the Forum for East Asia-Latin America Cooperation (FEALAC).

Regarding economic, trade, and investment cooperation, Vietnam highly appreciates Peru's role and always considers Peru one of Vietnam's important partners and a leading investment destination in the Latin American region.

Bilateral trade between the two countries reached nearly $500 million in 2023 and nearly $300 million in the first seven months of 2024.

Viettel Group, a military telecommunications corporation, and Vietnam National Petroleum Group have two investment projects in Peru with a total capital of US$1.24 billion.

Immediately after the official welcoming ceremony, President Luong Cuong and President Dina Ercilia Boluarte Zegarra held a private meeting and then led high-level delegations from both countries in talks to discuss measures to strengthen the foundation of good political relations between the two countries, enhance cooperation in potential areas, and aim to elevate the relationship to a new level.

Earlier that morning, President Luong Cuong and the high-ranking Vietnamese delegation laid a wreath at the Monument to National Heroes and Ancestors of Independence in Lima.
