Regulations regarding vehicle registration plates

From August 1st, 2020, Circular 58/2020/TT-BCA will replace Circular 15/2014/TT-BCA. Accordingly, there will be changes in regulations regarding vehicle license plate registration, including size, color, and lettering.

Size

Cars are fitted with two short license plates, with a prescribed size of 165mm in height and 330mm in length. For specialized vehicles or those whose specific characteristics prevent the installation of two short plates, they will be fitted with two long license plates, with a prescribed size of 110mm in height and 520mm in length. In some cases, one short and one long license plate may also be used.

Color

Regulations regarding license plate colors are divided according to vehicle type: For personal and business vehicles: the regulation specifies a white background, black letters and numbers, and a serial number using one of the 20 letters: A, B, C, D, E, F, G, H, K, L, M, N, P, S, T, U, V, X, Y, Z.

Vehicles in special economic and trade zones or international border economic zones: are regulated with a yellow background, red letters and numbers, the symbol of the local registration area, and the two-letter abbreviation of the special economic and trade zone.

Vehicles used for commercial transport: regulations require a yellow background, black letters and numbers, and a serial number using one of the following 20 letters: A, B, C, D, E, F, G, H, K, L, M, N, P, S, T, U, V, X, Y, Z.

Location of license plate

According to the Circular, there are no regulations regarding the placement of license plates. Vehicle owners are allowed to choose license plate sizes that suit their vehicles, such as two short plates, two long plates, or one short plate and one long plate. Any costs incurred during the license plate installation process will be borne by the vehicle owner.

What are the current fees included in the registration of a new car?

Vehicle owners must register their new cars and pay all applicable fees in order to legally use them.

Registration fee

According to Decree 140/2016/ND-CP, for first-time vehicle registration, the vehicle registration fee is 10% of the total value of the vehicle. However, this fee may be adjusted depending on the region.

Hanoi and Ho Chi Minh City are two major cities where vehicle registration fees are generally higher than in other provinces and cities. However, the mandatory registration fee must not exceed 50% of the total value of the car.

Fees for registering new car license plates.

Both motorcycles and cars must pay a fee called the license plate application fee when applying for new license plates.

According to Circular 229/2016/TT-BTC, the registration fee for car license plates is 20,000,000 VND (Ho Chi Minh City and Hanoi); 1,000,000 VND (provincial and centrally-administered cities other than Hanoi and Ho Chi Minh City); and 200,000 VND for other areas.

Road maintenance fee

The purpose of collecting road maintenance fees is to fund the maintenance, repair, and upgrading of the road system nationwide.

According to Circular No. 132/2014/TT-BTC, the annual maintenance fee for vehicles with fewer than 9 seats is 1,560,000 VND, and 2,160,000 VND for pickup trucks.

Civil liability insurance premiums

Civil liability insurance premiums will provide financial support to users in the event of unforeseen accidents. The insurance company will pay the premiums based on Circular 22/2016/TT-BTC.

The vehicle owner is responsible for paying this fee, which is 480,700 VND for vehicles with fewer than 4 seats, 873,000 VND for vehicles with 6 to 11 seats, and 1,026,300 VND for all other vehicles.
