Regarding the Kera candy and Hiup milk case: 100 defendants prosecuted in the case of falsifying test results at TSL and Avatek companies.
The Supreme People's Procuratorate has indicted 100 defendants in the case of falsifying test results at TSL and Avatek companies, revealing a bribery and profiteering ring that lasted for many years.
The Supreme People's Procuratorate has just issued an indictment prosecuting 100 defendants in the case of "Forgery in official duties" and "Bribery" that occurred at TSL Science Co., Ltd., Avatek Science and Technology Joint Stock Company, and many related organizations and individuals nationwide.
According to the indictment, the wrongdoings occurred from 2020 to April 2025, with a total illicit profit of nearly 200 billion VND.

Specifically, in order to attract customers and increase profits, Doan Huu Luong, Chairman of TSL Company, agreed with Ho Thi Thanh Phuong, former Director of TSL Company and Chief Technology Officer of Avatek Company, on a plan to falsify test result certificates. During this period, TSL Company issued 118,046 fake test certificates to 12,995 businesses and individuals, earning approximately 117 billion VND in profit.
From March 2023 to April 2025, Phuong continued to direct Avatek Company's personnel to issue 102,591 fake test certificates to 11,556 businesses and individuals, generating approximately 83.7 billion VND in revenue.
To facilitate these activities, Phuong and her accomplices colluded and offered bribes to influence competent authorities in granting licenses and designating testing facilities.
The indictment states that, despite being certified by the Ministry of Science and Technology as a laboratory meeting ISO/IEC 17025:2017 standards, TSL Company had not yet been designated as a testing facility serving state management of food safety. Knowing that obtaining this designation would be difficult, Phuong sought assistance from influential people, including Nguyen Nam Khanh, who was then a specialist in the Agriculture Department of the Government Office.
According to the agreement, Phuong transferred money to Khanh to carry out "networking" activities, influence the processing of license applications, and assist in handling issues arising with tax authorities, inspectors, and external relations.
From July 2020 to March 2023, Phuong transferred a total of 3.18 billion VND to Khanh; after establishing Avatek Company, Phuong continued to provide an additional 800 million VND to support the application for a trial license.
In this case, Doan Huu Luong and Ho Thi Thanh Phuong were prosecuted for forgery in official duties and bribery; Nguyen Nam Khanh was prosecuted for abusing influence over persons in positions of power for personal gain; and the remaining 97 defendants were prosecuted for forgery in official duties.
Notably, Avatek was the testing unit for Kera candy products in the case involving Quang Linh Vlog and beauty queen Thuy Tien; and for Hiup milk in the case of counterfeit food production.
