» Nghe An: Hundreds of people panic because of broken savings and credit association

1. 8 billion VND savings association collapsed in Dien Chau

In September 2016, upon hearing that the “hui owner” Tran Thi Soa (Dien Thanh commune, Dien Chau district) had gone bankrupt, hundreds of traders at Dien Thanh market surrounded Soa’s house to collect their debts. In their anger, the creditors took all of Soa’s property and vandalized her and her husband’s house, then filed a complaint with the police.

It is known that from January 1, 2016 to September 16, 2016, Ms. Soa was the ward head and participated in ward gambling with more than 100 people in Dien Chau district.

The Investigation Police Agency of Dien Chau District Police also clarified that the victims of Mrs. Soa and her husband were not only traders at Phu Dien market but also in neighboring communes such as Dien An, Dien Thinh, Dien Ngoc, Dien Ky... with the amount of money lost in the hui reaching up to 8 billion VND.

According to the Dien Chau District Police, the nature of the collection of wards and hui in the markets and among the people is spontaneous, the transaction process is a civil agreement, the police and local authorities do not know. Only when it is exposed, do the victims report to the authorities and the police.

2. A savings and credit association collapsed with tens of billions of dong in Yen Thanh

In November 2016, dozens of people in Yen Thanh district were left in dire straits when a member of a savings association fled the area with the money. Many victims later filed a complaint with the district police, with the amount of money amounting to over 35 billion VND.

According to the victims, taking advantage of their acquaintance and trust, Ms. Phan Thi Thuong (born in 1975, hamlet 7, Lien Thanh commune, Yen Thanh) and Ms. Phan Thi Dung (hamlet 7, Dien Thai, Dien Chau) organized and lured dozens of people to participate in the hui. The hui was established with Ms. Dung as the head of the ward.

After a short period of time, after mobilizing dozens of people to contribute money to the hui, around mid-October 2016, Ms. Thuong and Ms. Dung took tens of billions of dong and left their residence in an unusual manner.

While the police received the petition from the people and were verifying the content, at the end of October 2016, Ms. Thuong and Ms. Dung suddenly appeared at their residence. Upon learning the information, many people ran around and waited at the house of these two subjects to demand payment. However, under the pressure of the people to pay, these two women declared bankruptcy and were no longer able to pay the people.

3. Billion-dollar savings association collapsed in Do Luong

In December 2016, many people in Tru Son, Dai Son, My Son and Hien Son communes (Do Luong district) reported to the police about the collapse of the hui that occurred in the area, accusing Ms. Nguyen Thi Nhung (37 years old, Dai Son commune) of borrowing money and refusing to pay the hui money.

According to the complaint, more than a year ago, Ms. Nhung applied to join a hui led by Ms. Nguyen Thi Hong (49 years old, hamlet 10, Tru Son commune). This hui includes nearly 120 members from 4 communes: Tru Son, Dai Son, Hien Son and My Son. At first, Ms. Nhung handed over the money to the ward in full. However, last August, after taking more than 2 billion VND from the ward, Ms. Nhung withdrew it.

“When it was the other households’ turn to collect, Ms. Nhung refused to pay the debt. Except for the amount previously paid to the ward periodically, the amount of money Ms. Nhung had appropriated from the members was more than 1.2 billion VND,” the ward chief said, adding that many times the members held meetings and agreed to go to the house to demand the money, but Ms. Nhung deliberately refused to pay and even challenged them, her family even attacked and threatened them with sticks.

This is the third time in a year that the hui led by Ms. Hong has gone bankrupt. The total amount of money lost three times is more than 7 billion VND.

4. The broken savings association in poor Thanh Chuong countryside

Recently, in August 2017, hundreds of poor people in Thanh Chuong district who contributed money to lend to the hui owner to get interest were suddenly confused when the hui owner declared bankruptcy and had no money to pay.

The hui leader is Mrs. Tran Thi Oanh, resident of Hamlet 5, Thanh My Commune. Because she already had a close relationship with the traders, Mrs. Oanh mobilized the traders in the market to contribute to her and pay her interest. Gradually, seeing the high interest, many other people also joined the hui.

This place has been around for nearly ten years now, people trust it so much that all their savings are poured into it to earn interest, most of it is verbal agreements or very sketchy paperwork.

By early August 2017, Ms. Oanh declared bankruptcy and was unable to pay, causing hundreds of people to panic. According to the people, compared to the amount of 8 billion VND and 100 people writing a complaint, the reality is much larger.
