Continuously changing license plates to transport nearly 5 kg of crystal meth

Receiving information that in the early morning of September 6, 2016, two subjects (1 male and 1 female) were driving a car illegally transporting drugs, the Traffic Police Department - Ministry of Public Security directed the Highway Traffic Patrol and Control Department (Department 10) to arrange forces, tools, and support vehicles, and develop a plan to intercept and arrest them.

Through understanding the situation, during the process of moving from Lang Son to Hanoi via the Hanoi - Bac Giang highway, these two subjects continuously changed vehicles, sometimes using a car with license plate: 12A-028.92, sometimes using a car with license plate: 12A-039.76. Realizing that the subjects had many sophisticated tricks to deal with the police, the Traffic Police Department continued to direct Department 10 and the Highway Traffic Patrol and Control Team No. 2 to mobilize 17 officers and soldiers with weapons and vehicles to deploy a plan to arrest the subjects, to prevent the subjects from acting rashly, using firearms, and resisting the arresting force.

At 5:20 a.m. on September 6, 2016, at the Den Do - Km 50 intersection, Hanoi - Bac Giang highway (in Tu Son district, Bac Ninh province), the working group discovered a black TOYOTA FORTUNER car with characteristics similar to the car used by the two subjects and immediately organized to block and arrest the subjects.

However, when they saw the appearance of the traffic police on the highway, the two subjects accelerated and fled along Provincial Road 295B to Ha Huy Tap Street, Yen Vien Town to go to the center of Hanoi. The traffic police on Highway No. 2 organized a chase for the two subjects.

At 5:50 a.m., at the intersection of Ngoc Lam - Nguyen Van Cu (in Gia Thuy ward, Long Bien, Hanoi), the task force stopped the vehicle and controlled the two subjects. Upon checking the vehicle, it was discovered that the car had a brown suitcase containing 2 blue plastic bags and 3 black plastic bags containing many white crystals (suspected to be synthetic drugs) weighing about 4 to 5 kg and some other related objects.

The working group brought the two subjects, vehicles and evidence to Gia Thuy Ward Police, Long Bien, Hanoi to make an initial record and notified the Traffic Police Department on drug crimes - Hanoi City Police to receive them for investigation and handling according to their authority.

Immediately after arresting the suspects, Major General Tran Son Ha, Director of the Traffic Police Department, went directly to Gia Thuy Ward Police to direct, encourage, and commend the spirit of the officers and soldiers and gave a bonus of 10 million VND to the Working Group, Gia Thuy Ward Police and the Drug Crime Investigation Police Department - Hanoi City Police.

At Gia Thuy Ward Police Station, the Traffic Police Department's Working Group conducted a fight and investigated the subjects. The subjects declared their names as Nguyen Quang Ha, born in 1977, residing at 219 Dong Kinh Ward, Lang Son City, Lang Son Province and Duong Kim Ngan, born in 1981, residing at 168 Kham Thien Market Lane, Trung Phung, Dong Da, Hanoi.

The seized evidence included more than 4.82 kg of crystal meth, 1 car with license plate number 12A-039.76; 3 mobile phones, 10 million VND in cash and many related objects and assets.

Initially, Duong Kim Ngan confessed that she was hired by a male stranger to transport the above amount of crystal meth from Lang Son to Hanoi for 20 million VND. To transport the drugs, Ngan hired Ha for 1 million VND. While transporting the drugs, Ngan and Ha continuously changed their vehicle license plates and changed directions to avoid the authorities.

The case is currently being handed over to the Drug Crime Investigation Department, Hanoi City Police Department for investigation and clarification according to the provisions of law.
