Constantly changing license plates to transport nearly 5 kg of methamphetamine.
Upon receiving information in the early morning of September 6, 2016, that two individuals (one male and one female) were illegally transporting narcotics in a vehicle, the Traffic Police Department of the Ministry of Public Security directed the Highway Traffic Patrol and Control Division (Division 10) to deploy forces, equipment, and support vehicles, and develop a plan to intercept them.
Based on intelligence gathered, during their journey from Lang Son to Hanoi via the Hanoi-Bac Giang expressway, the two suspects repeatedly changed vehicles, sometimes using a car with license plate 12A-028.92, and other times a car with license plate 12A-039.76. Recognizing the suspects' sophisticated tactics to evade the police, the Traffic Police Department directed Division 10 and Highway Patrol Team No. 2 to mobilize 17 officers and soldiers, along with weapons and vehicles, to implement a plan to apprehend the suspects, anticipating potential violent actions, including the use of firearms, to resist arrest.
At 5:20 AM on September 6, 2016, at the Den Do intersection - Km 50, Hanoi - Bac Giang expressway (in Tu Son district, Bac Ninh province), the task force spotted a black Toyota Fortuner matching the description of the car used by the two suspects and immediately intercepted and apprehended them.

However, upon seeing the traffic police on the highway, the two suspects sped away along provincial road 295B onto Ha Huy Tap road in Yen Vien town, heading towards the center of Hanoi. Highway Traffic Police Unit No. 2 pursued the two suspects.
At 5:50 AM, at the intersection of Ngoc Lam and Nguyen Van Cu streets (in Gia Thuy ward, Long Bien district, Hanoi), the task force stopped the vehicle and apprehended the two suspects. Upon inspecting the vehicle, they discovered a brown suitcase containing two blue plastic bags and three black plastic bags, each containing a large quantity of white crystals (suspected to be synthetic drugs) weighing approximately 4 to 5 kg, along with other related items.

The task force brought the two suspects, the vehicle, and the seized items to the Gia Thuy Ward Police Station in Long Bien District, Hanoi, to create an initial report and notified the Traffic Police and Drug Crime Department of the Hanoi City Police to take over the case for investigation and handling according to their authority.
Immediately after the suspects were apprehended, Major General Tran Son Ha, Director of the Traffic Police Department, personally went to Gia Thuy Ward Police Station to direct, encourage, and commend the spirit of the officers and soldiers, and awarded a cash bonus of 10 million VND to the task force, Gia Thuy Ward Police Station, and the Drug Crime Investigation Department of the Hanoi City Police.

At the Gia Thuy Ward Police Station, the Traffic Police Department's task force conducted an investigation and interrogated the suspects. The suspects identified themselves as Nguyen Quang Ha, born in 1977, residing at 219 Dong Kinh Ward, Lang Son City, Lang Son Province, and Duong Kim Ngan, born in 1981, residing at 168 Kham Thien Market Alley, Trung Phung Ward, Dong Da District, Hanoi.
The seized items included over 4.82 kg of methamphetamine, one car with license plate 12A-039.76, three mobile phones, 10 million VND in cash, and many other related items and assets.
Initially, suspect Duong Kim Ngan confessed that she was hired by an unknown male individual to transport the methamphetamine from Lang Son to Hanoi for 20 million VND. To transport the drugs, Ngan hired Ha for 1 million VND. During the transportation, Ngan and Ha repeatedly changed license plates and routes to evade law enforcement.
The case is currently being handed over to the Drug Crime Investigation Department of the Hanoi City Police for further investigation in accordance with the law.
