In 2019, the Party Committee of the Provincial Agencies Bloc of Nghe An Province mobilized cadres and Party members to contribute to the construction of the "Returning to the Roots" project, which included a sports playground in the Cultural Center's grounds, rural roads, and a commemorative monument in Hamlet 6, Quang Son Commune, Do Luong District - where the Party Committee of the Provincial Agencies Bloc was evacuated and worked from 1966 to 1973, with a total value of nearly 400 million VND.

Although these projects may not have great material value, they symbolize the bond, trust, affection, and profound gratitude of the officials and Party members of the Provincial Agencies Bloc Party Committee towards the people of Hamlet 6, Quang Son Commune, throughout the past and into the future.

In addition, the Party Committee organized activities to honor the past, visiting and giving gifts to families entitled to preferential policies and disadvantaged localities with over 300 million VND. Embracing the principle of "drinking water, remembering the source," sharing difficulties with families and localities is an action that the Party Committee of the Provincial Agencies Bloc has been carrying out in accordance with President Ho Chi Minh's teachings.

In implementing Directive 05, grassroots Party organizations within the Party Committee of the Provincial Agencies Bloc have signed emulation commitments with many new breakthroughs in studying and following President Ho Chi Minh's teachings. Notable examples include: the Party Committee of the North Central Agricultural Science and Technology Institute organizing a competition on "Studying and following the thoughts, ethics, and style of Ho Chi Minh" from the branch level to the final round at the Institute's Party Committee; the Provincial Youth Union Party Committee organizing a competition on "Following President Ho Chi Minh's teachings"; and the Party Committee of the Provincial People's Council Office organizing a seminar and film screening on "The last moments of President Ho Chi Minh's life" combined with a competition on "Telling stories about President Ho Chi Minh's moral examples".

The Party Committee of the Provincial Agencies Bloc directed the "Meeting in Uncle Ho's Homeland" activity, with the participation of Party committees and Youth Unions of agencies and enterprises from 12 provinces and cities; an art exchange to celebrate the 50th anniversary of the implementation of President Ho Chi Minh's Testament…; all of which contributed to spreading the thoughts, ethics, and style of the President.

One of the positive and groundbreaking movements at the grassroots level in implementing Directive 05 is the continued innovation and improvement of the quality of Party branch meetings, integrating the implementation of Directive 05 into the content of Party branch, agency, and mass organization meetings, making it a conscious and regular practice for Party members, officials, and public employees, especially those in leadership positions. In addition, the implementation of Directive 05 has also created a new impetus in administrative reform in many agencies and units. To improve the quality of advisory and service provision, many grassroots Party organizations have developed programs linked to specific actions to promote administrative reform to a higher level.

One of the effective approaches of the Party Committee of the Provincial Agencies Bloc is to assign grassroots Party organizations to assist blocks and hamlets that do not yet have Party branches or Party members, and blocks and hamlets at risk of no longer having Party branches, in accordance with the Provincial Party Committee's Project 01.

(Baonghean.vn) - To commemorate its 65th anniversary, Comrade Nguyen Xuan Son - Standing Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Council - presented the Government's Emulation Flag to the Party Committee of the Provincial Agencies Bloc of Nghe An Province for its outstanding achievements in the emulation movement in 2018.

After surveying and assessing the needs and actual situation at the grassroots level, the Standing Committee of the Party Committee of the Bloc developed a plan, implemented it, and assigned 20 grassroots Party organizations to assist 20 hamlets in 6 districts: Quỳnh Lưu, Yên Thành, Nghi Lộc, Đô Lương, Hưng Nguyên, and Nam Đàn. The units proposed many appropriate and effective methods.

After three years of implementing the project, the results include: introducing 20 outstanding individuals to Party membership training courses, admitting 5 outstanding individuals into the Party, raising nearly 2.1 billion VND, providing 150 warm jackets, 50 health insurance cards, supporting 300 chicken breeds, assisting in planting 15 hectares of rice, providing 56 voluntary insurance books, providing free medical examinations and medicine to 250 disadvantaged households; donating books, notebooks, documents, and gifts to policy beneficiaries; organizing sports and cultural exchanges on holidays and festivals; meeting, exchanging information, and working with the Fatherland Front working committees, Party branches in hamlets and commune leaders; coordinating the organization of birthday celebrations for elderly people at the beginning of the new year; assisting hamlets in building cultural houses, volleyball courts, and rural roads; and creating closer relationships with the people in the Catholic community.

Simultaneously, the Party Committee of the Bloc continued to promote the development and replication of good models and effective, proactive, and creative approaches in assisting poor communes in the western part of the province. 51 out of 63 grassroots Party organizations were assigned to assist 57 poor communes and villages out of a total of 112 poor communes and villages (accounting for 45.5%). Agencies and units registered and implemented the Tet (Lunar New Year) gift-giving program for the poor in 2019, totaling 6.2 billion VND.

According to Hoang Van Nhien, Deputy Secretary of the Party Committee of the Provincial Agencies Bloc, the Party Committee of the Bloc has determined that implementing Directive 05 in conjunction with self-criticism in the spirit of Resolution 4 of the Central Committee (12th term) is the basis for grassroots Party organizations and Party members to actively participate in Party building and rectification. Thanks to this, the study and emulation of Ho Chi Minh's thought, morality, and style have been flexibly and creatively demonstrated by grassroots Party organizations under the Party Committee of the Provincial Agencies Bloc; concretized through practical actions; creating a strong patriotic emulation movement; creating positive changes in the capacity and effectiveness of leadership in carrying out political tasks of grassroots Party organizations; promoting the pioneering and exemplary role of cadres and Party members, especially the heads of agencies and units, in building and effectively implementing the political tasks of their agencies and units, contributing to building a strong political system.

After three years of implementing Directive 05, the Party Committee of the Provincial Agencies Bloc has developed 137 models of learning and following Uncle Ho's teachings, linked to building "bright spots" in agencies and units; more than 2,500 collective tasks and over 3,000 individual tasks have been registered to follow Uncle Ho's teachings. At the grassroots level, 105 collectives and 366 individuals have been commended and praised.
