The family of Mr. Nguyen Phuc Hoa (Phat Son hamlet, Dai Dong commune) has 5 members: his son is preparing for the university entrance exam, and his mother is 93 years old. These two groups are "priority" recipients of the air conditioner and evaporative cooler to cool down during peak hot days.
However, to reduce electricity consumption during hot days, the power company had to implement rolling power cuts. Therefore, he had to buy two rechargeable fans and one solar-powered fan to use when the grid power was cut off.

In Do Luong town, where hair cutting and washing services are available, the majority of customers come after work, and during peak hot days, this time of year is also prone to rolling power outages. Therefore, Mr. Nguyen Hung Cuong, the owner of a hair salon in Block 3, Do Luong town, had to buy rechargeable fans to serve his customers.
Mr. Cuong said: "If the power goes out, the air conditioner won't work, and the salon space is cramped; without fans, we'd have to shut down. Therefore, I had to buy five rechargeable fans to serve customers."
Due to the prolonged hot weather, many high-load areas require maintenance or rotational power cuts to ensure grid safety. Therefore, local power companies have announced scheduled power outages at various locations throughout the province.
Given the current heatwave and rolling power outages, the demand for rechargeable devices, especially rechargeable fans and solar-powered fans, has increased significantly.

In many electrical appliance stores and electronics supermarkets in districts such as Thanh Chuong, Do Luong, Anh Son, and Tuong Duong, the number of customers coming to view and buy power banks has increased significantly.
Ms. Tran Mai Phuong, an employee at the Xanh electronics supermarket in Do Luong town, said: “This summer, in addition to cooling devices like evaporative coolers and air conditioners, rechargeable fans and solar-powered fans are in high demand. On hot days like these, my store sells cooling devices such as fans and air conditioners very well...”

However, in the last day or two, rechargeable fans have been in high demand, with sales reaching 30-50 units on some days. At times, the warehouse runs out of stock and has to order from other suppliers.”
According to surveys, rechargeable fans currently available on the market come in a wide variety of models, types, and brands. Basically, they can be divided into two categories: regular rechargeable fans, which resemble traditional fans but are equipped with a rechargeable battery, have a high power output of around 12-30W, and can be used for 4-8 hours on a full charge; and mini rechargeable fans, which are smaller, use rechargeable batteries via USB, and have a lower power output of less than 10W.

The price of the products depends on many factors such as power, features, size, and brand. Accordingly, the price ranges from 500,000 VND to 3 million VND per product.
Taking advantage of the high demand from consumers, online shopping sites are now heavily advertising and selling rechargeable products at various prices, some even as low as 60,000 - 90,000 VND, without any warranty or return policy.

According to recommendations, to reduce the risk of fire and explosion when using rechargeable fans, users should choose fans with clear origins and reputable brands, and avoid buying counterfeit products. During use, the battery must be charged correctly according to the manufacturer's recommendations; do not let the battery completely drain before charging, and unplug the charger when the battery indicator light comes on. Do not use the fan while it is charging.
In 2023, due to extreme hot weather and low water levels in hydropower reservoirs, the risk of electricity shortages is expected to continue. Therefore, to cope with rolling power cuts, people need to proactively implement measures such as: using battery storage devices, using solar energy devices, etc.
