'Prepare early and in advance' before the rainy season and floods.

Nghe An is about to enter the rainy season, a time when disaster prevention and response become more urgent than ever. In response to this need, resources ranging from rescue equipment and shelters to solidarity housing for disadvantaged people are being proactively prepared, with the spirit of "preparing early and from afar," aiming to minimize damage and ensure the safety of people in emergency situations.

In mid-August, the Vietnam Fatherland Front of Lam Thanh commune provided essential equipment and supplies for disaster prevention, control, and search and rescue operations to local forces and residents, including 2 chainsaws, 2 leaf blowers, 2 high-pressure washers, 2 stretchers, 2 tents, 40 lifebuoys, and 1 generator.

Mr. Tran Van Phi, a member of the Standing Committee of the Party Committee and Chairman of the Fatherland Front Committee of Lam Thanh commune, said that Lam Thanh is one of the localities heavily affected by annual floods, especially residential areas outside the Ta Lam dike. He recalled that in September 2025, the impact of Typhoon No. 10 caused heavy rain, and strong water flow from upstream caused the Lam River to rise. The sudden rise in the Lam River flooded nearly 10 hamlets outside the Ta Lam dike in Lam Thanh commune. In that situation, the functional forces of Lam Thanh commune quickly organized assistance for people to move to safe places, mainly their relatives' families in the area inside the dike.

However, the floods have left behind many concerns. Based on the experiences of previous flood seasons, early and proactive preparation is becoming increasingly necessary. When each area has more resources and each force has better conditions to act more quickly, the protection of people's lives and property will be more effective.

Meanwhile, Nhon Mai commune, one of the areas most severely affected by the 2025 floods, has also received timely support. Mr. Vi Van Hoa, a member of the Standing Committee of the Party Committee and Chairman of the Fatherland Front Committee of Nhon Mai commune, stated that Nhon Mai is a highland border commune located approximately 280 km from the provincial center, with over 28 km of border shared with Laos. The commune has 1,465 households, with a poverty rate of 51.879% and over 24% classified as near-poor. The July 2025 floods caused severe flash floods and landslides. 398 houses were damaged, including 73 completely swept away; 217 hectares of rice paddies were affected, and one person died. The total estimated damage reached 616.323 billion VND.

Immediately after the floods subsided, the locality received 9 billion VND from provincial support, along with over 2.472 billion VND from other sources of assistance.

Prior to this year's rainy season, in July, the locality continued to receive support with essential disaster prevention and control equipment and supplies for on-site response efforts, including 2 internal combustion engines, 2 sets of stainless steel bridge frames, 2 chainsaws, 2 saw blades, 17 handheld loudspeakers, 2 diesel generators, 26 walkie-talkies, 2 rescue boats, 2 high-pressure washers, 4 lawn mowers, and 10 hand saws.

These vehicles were handed over to each local unit by the Standing Committee of the Vietnam Fatherland Front Committee of the commune. This supplements the necessary resources to help the locality be more proactive in on-site response efforts, especially before the rainy season and floods.

Meanwhile, in the two communes of Bich Hao and Nhan Hoa, thanks to support from the Nghe An Provincial Relief Fund, the local authorities have had more resources to implement essential community projects. Accordingly, 10 billion VND has been allocated to the two communes to support the construction of three community cultural centers that also serve as shelters from storms and floods.

These structures serve both community needs under normal conditions and can become safe havens for people during natural disasters. In areas still at risk of flooding, having additional sturdy, pre-planned shelters will contribute to improving local response capabilities, especially in situations of heavy rain and rapidly rising water levels.

Local authorities are currently urgently reviewing and selecting suitable locations, while simultaneously developing plans and strategies for implementation. The selection of locations prioritizes convenience for community life, as well as ensuring safety, accessibility, and service for residents in case of evacuation during storms and floods.

From rescue vehicles to long-term planned shelters and refuges, support resources have been gradually brought to the grassroots level. These are necessary conditions to increase proactive response capabilities, minimize damage, and protect people's safety in the face of increasingly unpredictable natural disasters.

Providing care "from an early stage and from afar".

In July alone, the Provincial Fundraising Committee for the Poor and Relief allocated funds from the Nghe An Provincial Relief Fund to 77 communes to purchase equipment for disaster prevention and control, with a support level of 300 million VND per commune, totaling 23.1 billion VND.

The equipment includes generators, chainsaws, rescue boats, rubber boats, water pumps, pressure washers, cutting machines, military tents, lifebuoys, raincoats, flashlights, helmets, and boots. At the same time, 1,000 large lifebuoys worth 200 million VND were distributed to 27 communes in vulnerable areas of the Lam River basin and its main tributaries, prioritizing riverside communes, low-lying areas, and upstream mountainous regions frequently affected by floods, landslides, and isolation.

In addition, following the damage caused by storms and tornadoes in early May 2026, the Provincial Fatherland Front Committee promptly advised on and provided 2 billion VND in support to 4 severely affected communes, with 500 million VND allocated to each commune, contributing to the initial recovery efforts. To proactively respond to future disasters, on April 24, 2026, the Standing Committee of the Provincial Fatherland Front Committee also issued Official Document No. 545/MTTQ-BTT and reviewed the infrastructure serving disaster prevention and control.

Another key task before the rainy season is to help poor and disadvantaged households have a sturdy roof over their heads, especially in specific coastal and mountainous areas. Understanding this, in recent times, the Fatherland Front and local authorities at all levels have mobilized many resources to support people in building and repairing houses.

In Quynh Luu commune, a prime example is the effective implementation of a housing support program for disadvantaged families through the "Great Solidarity" housing construction program.

From the beginning of 2026 to the present, the locality has started construction on 7 houses, including 6 new houses and 1 renovated house. Of these, 2 new houses have been completed and handed over with a total cost of 140 million VND and 1 renovated house worth 30 million VND. The remaining projects are being urgently constructed, bringing the total support funding to 450 million VND. In the coming time, the commune strives to build 20-25 solidarity houses for poor and near-poor households when the conditions regarding land and legal matters are completed.

Looking at the province as a whole, from solidarity housing support programs to social mobilization resources, thousands of houses have been built or repaired for poor households and those in difficult circumstances. Each completed roof means another family has a more stable place to live and better conditions to prepare for the rainy and stormy seasons.

Specifically, on July 23, 2026, the Standing Committee of the Vietnam Fatherland Front Committee of Nghe An province issued Official Document No. 1056/MTTQ-BTT on strengthening the work of preventing, responding to, and overcoming the consequences of natural disasters in 2026.

Accordingly, the Fatherland Front at the commune and ward levels and political and social organizations in the province are required to implement tasks synchronously, focusing on disseminating information and mobilizing the people to proactively prevent and respond to natural disasters; coordinating with functional agencies to disseminate the Party's guidelines, the State's policies and laws, and the directives of the Party committees and authorities on disaster prevention and control; and raising awareness, responsibility, and response skills among cadres, members, and the people.

It is evident that relief resources are being provided at the right time. Along with this, proactive communication, review, and preparation of response plans from an early stage are creating conditions to prevent localities from being caught off guard when natural disasters occur. This is also a way to ensure that every act of sharing is given at the right time, in the right place, and with the most practical effect.
