Riot over debt collection, one person was murdered

On the afternoon of April 28, Thanh Xuan District Police, Hanoi announced that they had initiated a case, prosecuted the accused, and detained Nguyen Viet Tinh (born in 1992), Nguyen Viet Tien (born in 1993), both residing in Xuan Truong District, Nam Dinh Province, and Nguyen Duc Trong (born in 2000), residing in Phu Xuyen District, Hanoi, for the crime of "Murder"; the accused Pham Van Doan (born in 1996), residing in Xuan Truong District, Nam Dinh Province, for the crime of "Disturbing public order".

According to police documents, at around 9:30 p.m. on April 18, Mr. Pham Van Doan (born in 1996), from Nam Dinh, currently residing temporarily in Khuong Dinh ward (Thanh Xuan district) was having dinner at home with some friends when Nguyen Duc Tan (born in 1995), from Nam Dinh and another person appeared, demanding that Mr. Doan pay back 10 million VND, a loan from a person named Vinh.
During the debt collection process, a conflict arose, and Tan immediately called and brought about 10 people carrying weapons. The fight broke out, resulting in Mr. D.VT (born in 1993), from Xuan Truong district (Nam Dinh), a friend of the homeowner Pham Van Doan, being seriously injured and later died in the hospital.
During the investigation, Thanh Xuan District Police coordinated with the professional departments of Hanoi City Police to determine that the above subjects were related to the case of "Murder and disturbing public order"; at the same time, they identified and arrested the subject who used a weapon to attack the victim T., Nguyen Viet Tinh.
Currently, Nguyen Duc Tan and related subjects are on the run. The police agency requests that the subjects surrender to enjoy leniency under the law.
