The project for 4 BT (Build-Transfer) roads in the Thu Thiem new urban area has a total length of 11.9 km; the total estimated investment is over 12,000 billion VND (including investment costs of 8,265 billion VND and contingency costs due to inflation and interest of 3,917 billion VND) and was started in 2013 by Dai Quang Minh Joint Stock Company.

These routes are designated as R1 (Ring Road Boulevard) 3.4 km long; R2 (Central Lakefront Road) 3 km long, R3 (Saigon Riverfront Road) 3 km long; R4 (Elevated Delta Road) 2.5 km long.

In addition, there are 10 bridges, including 2 viaducts.

Upon completion of the project, the investor will be compensated by the city with 79 hectares of land in Thu Thiem and An Loi Dong wards in District 2.

Notably, the investor did not have to bear the cost of land acquisition for the four aforementioned roads. However, on average, each kilometer of Dai Quang Minh road cost nearly 1,000 billion VND. With such a large cost, many believe that these four roads could be ranked among the "most expensive roads on the planet".

According to the committed schedule, the project was supposed to be completed in February 2017. However, many items remain unfinished to this day. The reason lies in the land clearance issues, which are awaiting handover from the City so that the project can be completed and put into use as soon as possible.
