A group of Bui Dinh Khanh in Quang Ninh illegally traded and transported many heroin cakes and opened fire against the authorities, killing one police officer.
The incident shocked public opinion not only because of its aggressive and reckless nature but also because of the transformation of drug crimes. No longer just stealthy, hidden criminals, criminals have become more organized, armed, planned and ready to use violence to fight back against the authorities to “keep their goods and save their lives”.

In particular, the subjects are often equipped with military weapons and are ready to fight back against the authorities because they know the serious legal consequences if they are arrested. Because of the huge profits, they are increasingly reckless, sophisticated and reckless.
A clear example is the case where Quang Ninh Provincial Police busted a drug ring of 5 people and seized 25 heroin bricks. Of these, 9 bricks were found at Bui Dinh Khanh’s house alone.
During the arrest, the subjects used weapons to fight back, causing Major Nguyen Dang Khai to die and another soldier to be injured.
According to lawyer Thom, the subjects' actions constituted many particularly serious crimes: Murder, Illegal drug trafficking in particularly large quantities,Storage of military weapons,Resisting law enforcement officers, Destroying or intentionally damaging property.
The crime of buying and selling 16 heroin cakes - equivalent to kilograms of drugs - according to point b, clause 4, Article 251 of the Penal Code, is enough to face the highest sentence: life imprisonment or death penalty.
As reported, at around 8:20 p.m. on April 17, near the Dragon Castle apartment building in Ha Long City, the Drug Crime Investigation Police Department of Quang Ninh Province Police caught Nguyen Huu Dang, 58 years old, and Ha Thuong Hai, 31 years old, red-handed buying and selling 16 heroin cakes.
At the same time, reconnaissance teams continued to surround Khanh's group from Phu Tho province to Quang Ninh to trade drugs with Dang.
At the Dai Yen toll station, the group fought back fiercely with AK guns to rescue their comrades. In the barrage of bullets from the criminal group, Lieutenant Colonel Nguyen Dang Khai (officer of the Drug Crime Investigation Police Department, Quang Ninh Provincial Police) was killed and two soldiers were injured.
The subjects in the group were caught one by one. Subject Khanh was arrested while hiding in Thanh Hoa City just 24 hours after committing the crime.
