Former Head of the Party and Mass Affairs Department and Chief of Office of the Nghe An Provincial Police Party Committee; First Class Military Exploit Medal, Medal for National Security; First, Second, Third Class Glorious Soldier Medal; 37 years of Party membership.

After a period of illness, although Colonel Tran Minh Binh was cared for and treated by doctors, nurses, brothers, wife and children, due to his serious illness, he passed away at 7:30 p.m. on May 28, 2017 (May 3, Dinh Dau year). He was 60 years old.
