Former Standing Deputy Secretary of the Nghe Tinh Provincial Party Committee, former Standing Deputy Secretary of the Nghe An Provincial Party Committee, former Head of the National Assembly Delegation of Nghe Tinh Province in the 8th term, former Chairman of the Nghe An Provincial People's Council.
