In reality, although many people still understand "participating in traffic" to mean simply operating a vehicle while it is moving on the road, this concept also includes stopping before the line at a red light. This is because drivers are complying with traffic signals to be ready to resume traffic when the green light comes on.

Therefore, the regulations on penalties for using mobile phones while driving also apply when the driver is stopped at a red light.
Specifically, according to Government Decree 46/2016 on administrative penalties in the field of road and rail transport, effective from August 1, 2016, the act of "using a mobile phone with your hands while driving" will be fined from 600,000 to 800,000 VND and have your driver's license revoked for 1-3 months for car drivers.
For drivers of motorcycles, mopeds, electric scooters, or similar vehicles, the fine for using a phone, audio device, or umbrella while driving will be between 100,000 and 200,000 VND.
To avoid unnecessary fines, drivers are only allowed to use their phones when they have completely stopped their vehicles at the roadside or in designated parking areas as stipulated in Article 18 of the 2008 Road Traffic Law.
