Taking advantage of the tide, they illegally dumped waste onto the beach.
The police of Hoang Tien commune, Thanh Hoa province, in coordination with the Economic Police Department of Thanh Hoa Provincial Police and other relevant units, are conducting an investigation into the unauthorized dumping of waste into the Hai Tien beach area, located in Hoang Tien commune, Thanh Hoa province.
Earlier that afternoon, a video appeared on Facebook showing several farm vehicles dumping waste onto the sand at Hai Tien beach. The clip, after being posted, attracted widespread attention from netizens, with many expressing outrage and protesting the act of polluting the marine environment.
Immediately after receiving the information, the Economic Police Department of Thanh Hoa Provincial Police sent officers to coordinate with Hoang Tien Commune Police and Hoang Tien Commune People's Committee to quickly go to the scene to verify and clarify the details of the incident.
Through investigation, authorities determined that Truong Dinh Cuong (born in 1988, residing in Giang Son village, Hoang Tien commune) was the person who hired the tractor to transport and dump waste onto the aforementioned beach area. Specifically, at approximately 3 PM on March 1, 2026, Mr. Cuong called Pham Van Que (born in 1987) and Truong Dinh Ha (born in 1981), both residing in Hoang Tien commune, to transport the waste and dump it into the sea, as both of them owned homemade tractors.
After agreeing, Mr. Que and Mr. Ha drove their farm vehicles to transport garbage from the beach area managed by Mr. Cuong, dumping it right at the water's edge near Hon Bo promontory. Each vehicle made about 3 trips, each trip estimated at around 600kg of waste. Afterward, Mr. Cuong requested them to stop dumping because there was no more garbage left.
According to Mr. Cuong's statement, the waste mainly consists of tree trunks, roots, and natural debris washed ashore by the waves, accumulated since the 2025 rainy season. He allows residents to collect and use larger trees that can be salvaged or used as fuel; only bulky waste, small branches, and unusable debris are disposed of. Mr. Cuong's purpose in cleaning the beach is to prepare for business activities during the summer tourist season; dumping the waste into the sea is intended to allow the tides to wash it away.
At the time of the inspection by authorities on the afternoon of March 2nd, the area around Hon Bo promontory no longer contained the waste that Mr. Cuong had hired to dump, as it had been washed away by the tide since the evening of March 1st. During questioning by the police, Mr. Truong Dinh Cuong admitted to the violation, pledged not to repeat the offense, and agreed to comply with the law.
