Online contractor selection has been in place since July 2016.
(Baonghean.vn) - On December 11th, the Department of Planning and Investment organized a training conference on online contractor selection for 11 agencies and units and 20 businesses in the province.
The training course aims to guide and equip participants with knowledge about online bidding, taught directly by experts from the Department of Procurement Management - Ministry of Planning and Investment.

During the training course, participants were introduced to Joint Circular No. 07/2015/TTLT-BKHĐT-BTC, which details the provision and publication of information on bidding and contractor selection online.
Specifically, from July 1, 2016, two working days before the bid closing date, contractors and investors who have not yet registered their information on the National Bidding Network System are not allowed to participate in bidding for packages and projects with contractor selection methods stipulated in Articles 20, 21, 22, 23, 24, 25, and 26 of the Law on Bidding.

Circular 07 stipulates that from 2016 onwards, online contractor selection is mandatory according to a roadmap, and from July 1, 2016, contractors and investors must have their information registered on the National Online Bidding System confirmed before they can participate in bidding for packages and projects.

During the training course, participants were also guided on the registration process for procuring entities/contractors; instructions for procuring entities to self-upload bidding information; investment plans, and tender notices; guidance for procuring entities/contractors to prepare scenarios for online bidding; guidance on role-playing as procuring entities and contractors conducting online bidding; guidance on the online bidding process for procuring entities; answers to questions about online bidding; and discussions on the implementation plan for online bidding in 2016, 2017, and 2018 by the Chairman of the People's Committee of Nghe An province...
