Reviewing 21 draft resolutions
On the afternoon of October 27th, the Standing CommitteePeople's CouncilThe province held a joint meeting with the Provincial People's Committee and the Standing Committee of the Vietnam Fatherland Front Committee of the province to hear and give opinions on the proposed content and program of the regular year-end session of 2022.

Attending the meeting were members of the Provincial Party Committee: Nguyen Nhu Khoi - Vice Chairman of the Provincial People's Council; Nguyen Van De - Vice Chairman of the Provincial People's Committee; Comrade Nguyen Duc Thanh - Vice Chairman of the Provincial Fatherland Front Committee, along with representatives from several provincial departments and agencies.

According to the plan, the regular year-end session of the Provincial People's Council in 2022 will be held over 2.5 days, from December 7-9, in Vinh City.
At this session, the Provincial People's Council is expected to consider 31 reports and 21 draft resolutions. Of particular interest are the draft resolutions stipulating the content and level of support for production development in the agricultural sector under the National Target Program.sustainable poverty reduction, for the period 2021-2025 in the province; the resolution stipulates a special mechanism for allocating 100% of land use fee revenue (from projects with land use fee collection) to the provincial budget to create capital for compensation and land clearance for the Vinh International Airport Project and investment in the construction of a bridge connecting National Highway 7C with the Cua Lo deep-water port;
Resolutions on improving the effectiveness of state management of mineral resources in the province; Resolutions on improving the effectiveness of implementing resolutions of the Provincial People's Council on land acquisition and land use conversion according to the provisions of the Land Law for the implementation of works and projects in Nghe An province in the period 2016 - 2021; Resolutions on preserving and promoting the value of cultural heritage in Nghe An province.

To prepare high-quality content for the year-end regular session, the Standing Committee and committees of the Provincial People's Council, the Provincial People's Committee, and specialized departments of the Provincial People's Committee are actively implementing steps to draft reports and resolutions to be submitted to the session, ensuring thoroughness.
During the session, some opinions also raised concerns about the slow progress in drafting several resolutions, while the requirement to ensure their completion was still in place.A two-step process in the resolution drafting process.

Regarding the plan for meeting with constituents before and after the year-end regular session of the Provincial People's Council, the meeting participants unanimously agreed that the constituent meetings of the Provincial People's Council before the session should be integrated and coordinated with the constituent meetings after the 4th session of the 15th National Assembly.
In addition, some argue that the duration of contactvotersPrior to the provincial People's Council delegate meeting scheduled from November 7th to 22nd, 2022; however, this period coincides with the National Unity Day celebrations in residential areas, therefore, adjustments need to be considered.

Also this afternoon, the Standing Committee of the Provincial People's Council held a meeting to discuss the content and solutions to improve the quality of the questioning session at the regular year-end session of 2022.
Focus on selecting the content for questioning.
Speaking at the session, Comrade Nguyen Nam Dinh - Member of the Standing Committee of the Provincial Party Committee, Permanent Vice Chairman of the Provincial People's Council - instructed the Provincial People's Committee and the committees of the Provincial People's Council to urge the departments and agencies assigned to prepare draft reports and resolutions for the session to ensure timely progress; paying attention to fully complying with the process of drafting resolutions, ensuring both the time and quality of resolution drafting, especially the draft resolution stipulating a special mechanism for allocating 100% of land use fee revenue (from projects with land use fee collection) to the provincial budget to create capital for compensation and land clearance for the Vinh International Airport Project and investment in the construction of the bridge connecting National Highway 7C with Cua Lo deep-water port.
Noting that in previous sessions there was still a delay in submitting some draft reports and draft resolutions for review by the Standing Committee and the People's Council committees; and that the process of receiving feedback, providing explanations, and finalizing draft reports and resolutions was slow, the Standing Vice Chairman of the Provincial People's Council requested the Provincial People's Committee to direct the relevant departments and agencies to proactively ensure the progress according to the prescribed schedule.

Regarding the plan for provincial People's Council representatives to meet with constituents before the year-end regular session and National Assembly representatives after the 4th session of the 15th National Assembly, Comrade Nguyen Nam Dinh suggested that all parties need to coordinate to ensure a flexible schedule for meeting with constituents, without affecting the activities of the National Unity Day in residential areas.
Regarding the selection of topics for questioning at the session, it is necessary to choose pressing issues that are of public concern; less pressing issues will be studied for questioning at the regular monthly meetings of the Standing Committee of the Provincial People's Council.
