On April 16, the Chau Thanh District Police (An Giang province) initiated legal proceedings and issued a temporary detention order against Huynh Ngoc Tuan (46 years old, residing in Vinh Binh commune, Chau Thanh district) for the crime of fraud and appropriation of property.

According to the police, Tuan took advantage of people's gullibility by promising to help the families of Dang Kieu Trang and Le Kim Phuong (both residing in Kien Giang province) pass the entrance exam to the People's Security Academy, receiving over 400 million VND from them. Half a month ago, the families realized they had been scammed and reported it to the police.
Upon verification, Chau Thanh Police caught Tuan red-handed receiving 15 million VND from two other victims. At that time, Tuan promised to get the victims jobs at the An Giang Police Department and Loc Troi Group (An Giang).
During questioning at the investigative agency, Tuan confessed to forging land use right certificates and land use right mortgage contracts to defraud the My Binh Credit Fund (Long Xuyen City, An Giang province) of nearly 2 billion VND.
