Dr. Le Hai shared: The Party Committee for the 2020 - 2025 term especially values ​​quality, has a reasonable quantity and structure; is typical in intelligence, qualities, prestige, is clean, strong, has high leadership capacity and fighting spirit, meets the leadership requirements in the new situation, successfully implements the resolutions of Party Congresses at all levels and the Resolution of the 13th National Party Congress. Personnel participating in the Party Committee are selected and screened through 5 strict steps, based on long-term, methodical planning (previous terms usually only 3 steps), at all levels, including with Central strategic-level cadres (for the first time we have a Central Party Executive Committee planning); are trained through source classes; evaluate cadres through specific results and products; promote the responsibility of those who introduce and nominate...".

According to Mr. Hai, due to such careful, responsible, and methodical preparation, the personnel work of the provincial and municipal party congresses this time was basically "smooth" and "smooth sailing", selecting worthy personnel, leaving no doubts or concerns among cadres, party members, and public opinion.

Affirming that, however, according to Dr. Le Hai, the key personnel issues in a few congresses did not go as planned, but there was nothing unusual. There is a stream of opinion that such results were due to the fact that the personnel work of that congress was not well prepared, and there were still "scars". Perhaps somewhere, the personnel preparation work was still based on the subjective will of some individuals, so it could not be completely accurate, but at the congress level, where the will of the majority of party members was concentrated, it was difficult to make mistakes. And thus, the congress demonstrated its highest decision-making power on important personnel issues.

The cadres of the 7X generation have made quite an impressive contribution to this new term. Preliminary statistics show that up to 43% of the Secretaries belong to the 7X generation, the ones that the Central Committee and the people expect will bring a new breeze to the leadership and management work in the new term.

The 3 youngest Provincial Party Secretaries in the country belong to the 7X generation: Comrade Thai Thanh Quy, Comrade Dang Quoc Khanh, Comrade Le Quoc Phong.

Dr. Le Hai believes that this is also a common trend in society when many successful people belong to the 7X generation. Researchers call this the stage of the "new generation situation". This is a generation that is well-educated and trained, quickly adapts to the times, quickly adapts to science and technology, has creative thinking, innovation, decisiveness, dares to do, and knows how to do.
