(Baonghean.vn) - On the morning of October 14th, the Provincial National Assembly Delegation held a conference to gather feedback on the draft Law on Beliefs and Religions. Comrade Tran Van Mao - Deputy Head of the National Assembly Delegation - chaired the conference.

Attending the conference were Colonel Nguyen Huu Cau - Member of the Standing Committee of the Provincial Party Committee, Director of the Nghe An Provincial Police, along with representatives from relevant departments and agencies.

Overview of the conference.

The draft Law on Beliefs and Religions consists of 9 chapters and 68 articles, regulating the right to freedom of belief and religion; religious activities; religious organizations; and the rights and obligations of organizations and individuals related to religious activities.

The purpose of drafting this Law is to institutionalize the Party's views and guidelines on religious affairs, in accordance with the spirit of the 2013 Constitution, and to demonstrate the development in State management of religious affairs.

At the conference, the majority of delegates approved the draft Law on Beliefs and Religions, noting that many provisions are clearer and more open than the 2004 Ordinance on Beliefs and Religions, and are consistent with the 2013 Constitution and international conventions on beliefs and religions. However, some provisions are incomplete and need to be supplemented to ensure greater comprehensiveness and rigor.

Delegates contributed additional comments on the provisions, focusing on 33 out of 68 articles with the main groups of issues: regulations on rights, obligations, and responsibilities in religious and belief activities; registration of religious activities; religious organizations; ordination, appointment, dismissal, and removal of religious dignitaries and officials; religious training institutions; state management and handling of violations in the field of religion and belief; regulations on the re-establishment of beliefs; registration of beliefs and religions at the commune level; finance and revenue from religious and belief activities. They also provided feedback on the interpretation of some concepts and terms in the draft, ensuring greater clarity and precision.

Regarding its structure, delegates felt that the draft Law on Beliefs and Religions was too short and needed further clarification. They also pointed out some overlapping and contradictory content in certain provisions, suggesting that overlapping and cumbersome regulations should be avoided and instead be concise and specific.

At the conclusion of the conference, on behalf of the Provincial National Assembly Delegation, Comrade Tran Van Mao acknowledged and highly appreciated the contributions and suggestions from the delegates. These suggestions will be compiled by the Provincial National Assembly Delegation and submitted to the Standing Committee of the National Assembly in the near future.
