Vinh City Armed Forces: worthy of being called heroes

(Baonghean) - Vinh City is not only an important strategic location for Nghe An but also for the entire North Central region. In the history of the struggle for national construction and liberation, Vinh soon formed revolutionary patriotic movements against feudalism and colonialism.

Just one month after the Communist Party of Vietnam was founded, the Vinh Provincial Party Committee was established (March 1930). From then on, Vinh became the focal point of the revolutionary movement of the province and surrounding areas, culminating in the Nghe Tinh Soviet. From the Nghe Tinh Soviet movement (1930 - 1931), the Red Self-Defense Forces emerged - one of the predecessors of today's Vietnam People's Army.

The August Revolution was successful, but the French colonialists returned to invade our country. In the urgent situation of preparing for a long and arduous resistance war, in order to strengthen the armed forces and the command and direction capacity of local military agencies, on December 18, 1946, comrade Le Viet Luong - Chairman of the Provisional Resistance Committee of Nghe An province signed the Decision to establish Vinh City Team, with comrade Dinh Can Loc as the City Team Leader and comrade Le Trong Tranh as the Political Commissar. From then on, December 18 every year was taken as the traditional day of Vinh City Armed Forces.

The resistance war against French colonialism was a difficult journey, but with the indomitable spirit of the Soviet homeland, the city's army and people, together with the army and people of Nghe An province, built and firmly protected an important base, a strategic base and rear base for Inter-zone 4 and the whole country as well as neighboring Laos. The city carried out "scorched earth resistance" and evacuated thousands of tons of machinery and equipment to the base areas, building defense industrial facilities.

Entering a new long march - the resistance war against the US to save the country (1954 - 1975); promoting the revolutionary spirit, the strength of people's war, thoroughly directing "proactively attacking the enemy, actively protecting ourselves", the city's armed forces fought stronger and stronger, matured and became more and more effective; organized 7,753 battles (including 5,527 joint battles with 3 types of troops), shot down 146 US aircraft, 13 of which crashed on the spot (133 were destroyed in the sky and fell at sea). The militia alone, with their plows and guns, hammers and guns, shot down 86 planes and captured 6 pilots... On September 16, 1966, on the occasion of the city's army and people shooting down 100 American planes, Uncle Ho sent a letter of praise: "Vinh is the first city to shoot down 100 American planes. That is a glorious victory... The army and people of Vinh city need to always promote the heroic Soviet tradition of Nghe Tinh..."

In the cause of building and developing the city today, the People's Armed Forces always remember Uncle Ho's advice, promote tradition, strive to compete effectively in performing national defense and security tasks, making an important contribution to maintaining stability, creating a favorable environment and conditions for the city to develop in all areas. Proactively implement Resolution 8 of the Central Committee (9th tenure) on "Strategy for protecting the Fatherland in the new situation", the Law on Militia and Self-Defense Forces and the Ordinance on Reserve Mobilization. Focus on building a comprehensively strong local armed force, improving combat readiness. Advise and organize well the city's defense area drills, annually direct defensive combat drills and flood and storm prevention drills, search and rescue, and achieve good results. Closely coordinate with forces in performing the task of protecting national security, maintaining social order and safety, detecting, preventing and combating the tricks of "Peaceful evolution", riots and overthrow of hostile forces, contributing to maintaining political stability and social order and safety at all times. Organize training, fostering and coaching to improve staff capacity and level of task organization, capable of being the core to promptly and effectively handle situations occurring in the area. Coordinate to participate in the emulation movement of the armed forces to develop the socio-economy, especially the movement of hunger eradication and poverty reduction, gratitude, joining hands to build new rural areas... With great achievements in combat, construction and growth of the city's armed forces, the Party and State have awarded many noble awards.

Faced with the impacts of the world, regional and domestic situations, with both advantages and difficulties intertwined, in the coming time, the city’s armed forces need to continue to maintain and promote the tradition of “standing at the forefront, rising first” of the heroic Soviet homeland, to constantly strive to complete all assigned tasks excellently. In particular, focusing on performing well the following basic tasks:

Firstly, continue to thoroughly grasp and seriously implement the Resolution of the 12th National Party Congress, the Resolutions of Party Congresses at all levels, focusing on the Resolution of the 8th Conference of the Central Committee (11th tenure) on "Strategy for protecting the Fatherland in the new situation".

Second, build a strong and comprehensive Party organization of agencies and units; improve the overall quality and combat strength of the armed forces, build a revolutionary, disciplined, elite, and gradually modernized city armed forces to meet the requirements of tasks in the new situation.

Third, closely coordinate with the city's departments, agencies, sectors and organizations to promote the construction and consolidation of the national defense, build a national defense posture associated with a solid people's security posture, especially in key areas. Build and promote potentials in defense areas. Focus on improving the quality of education and training in national defense and security knowledge for all subjects and the entire population; take care to build a strong reserve force and militia.

Fourth, thoroughly grasp and perform well the functions of the army working in the new situation, do better in mass mobilization work, build the relationship of solidarity between the army and the people, strengthen the "people's hearts" firmly right from the grassroots. Promote activities of "repaying gratitude"; help people develop the economy, reduce poverty sustainably, build new rural areas, prevent and overcome the consequences of natural disasters, search and rescue, ensure safety for people, contribute to ensuring good conditions for the city's socio-economic development...

After 70 years of construction, fighting and growing, the city's armed forces have overcome all difficulties and hardships, constantly growing, from the Red Self-Defense Teams, Hong Son Company to the present with a team of cadres, soldiers and militia and self-defense forces, fully organized, trained and equipped. The city's armed forces are always worthy of being the leading flag, excellently completing all assigned tasks, contributing significantly together with the Party Committee and people to strive to build Vinh city into a civilized, prosperous city, soon becoming the central urban area of ​​the North Central region in the spirit of Resolution 26-NQ/TW of the Politburo and Decision No. 2468/QD-TTg dated December 29, 2015 of the Prime Minister.
