The armed forces of Nghe An province received the title of Hero of the People's Armed Forces for the second time.
On the morning of December 16th, in Vinh City, Nghe An province, a solemn ceremony was held to receive the title of Hero of the People's Armed Forces for the second time for the provincial armed forces, and to meet with retired senior military officers to commemorate the 80th anniversary of the founding of the Vietnam People's Army and the 35th anniversary of the National Defense Day.

Attending the ceremony, on behalf of central ministries and agencies were: General Nguyen Tan Cuong - Member of the Central Committee of the Communist Party of Vietnam, Standing Member of the Central Military Commission, Chief of the General Staff of the Vietnam People's Army, Deputy Minister of National Defense; Nguyen Dac Vinh - Member of the Central Committee of the Communist Party of Vietnam, Member of the Standing Committee of the National Assembly, Chairman of the National Assembly's Committee on Culture and Education; Lieutenant General Ha Tho Binh - Deputy Secretary of the Party Committee, Commander of Military Region 4.
Representing Nghe An province were: Mr. Nguyen Duc Trung - Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee, Secretary of the Provincial Military Party Committee; members of the Provincial Party Standing Committee, the Standing Committee of the Provincial People's Council, leaders of the Provincial People's Committee, and leaders of various departments, agencies, and localities.
Attending the ceremony were Vietnamese Heroic Mothers, 1,782 retired senior military officers, generals of the Vietnam People's Army from Nghe An province; representatives from Xieng Khouang province (Laos), the Ho Chi Minh City Command, and agencies, units, and localities nationwide.


Worthy of being a Heroic Unit of the People's Armed Forces.
From the pre-revolutionary period with the spirit of "leading the way" that created the heroic Nghe Tinh Soviet, to being a great rear base in the resistance war against the French, and a tenacious front line in the "fire zones" against the American imperialists' sabotage of the North, the army and people of Nghe An have contributed to many great victories of the nation in the Ho Chi Minh era, becoming a beautiful symbol of Vietnamese revolutionary heroism.

Speaking at the ceremony, Provincial Party Secretary and Chairman of the Provincial People's Committee Nguyen Duc Trung emphasized that throughout the revolutionary journey, the land and people of Nghe An have made worthy contributions with indelible marks, writing glorious traditions for their homeland.
Throughout the long struggles for independence, national reunification, and the building of socialism, hundreds of thousands of outstanding sons and daughters of Nghe An province sacrificed their youth, fought bravely, and dedicated their entire lives to the survival of the Fatherland and the happiness of the people. The blood of these heroic martyrs has stained the glorious revolutionary flag, allowing our country to blossom with independence and bear the fruits of freedom.

Throughout the resistance wars, Nghe An province had over 590,000 people participating in the armed forces, over 45,000 youth volunteers; over 167,000 people participating in the civilian labor force and guerrilla militia; over 45,000 people recognized as martyrs; over 56,000 wounded and sick soldiers; 20,000 people who participated in the resistance and their children affected by Agent Orange; and 930 revolutionary cadres who were captured and imprisoned by the enemy.
Nghe An province has 2,825 mothers who have been awarded or posthumously awarded the title of "Heroic Vietnamese Mother"; more than 500,000 families and individuals have been awarded resistance medals and decorations; and 75 comrades have been honored with the title of Hero of the People's Armed Forces.

Highlighting the significant and comprehensive achievements in various fields, creating many outstanding milestones and bright spots for Nghe An province in recent years, the Provincial Party Secretary and Chairman of the Provincial People's Committee stated that the provincial armed forces have made a great and very important contribution.
To ensure economic development is closely linked to the firm guarantee of national defense, security, and sovereignty over borders, seas, and islands, and to maintain political security and social order, Comrade Nguyen Duc Trung suggested that the provincial armed forces uphold their tradition of being twice awarded the title of Hero of the People's Armed Forces, continue to unite, cooperate, and work together wholeheartedly, seize opportunities and advantages, overcome difficulties and challenges, repel threats, and effectively play their core role in maintaining political stability and creating a favorable environment for socio-economic development.

This includes continuing to build the provincial armed forces into an increasingly strong and comprehensive force, possessing a high level of revolutionary vigilance, firm political resolve, and readiness to fight, preventing passivity and surprise in all situations; always being the core force in building a national defense system; and maintaining political security and social order in the area.

The Provincial Party Secretary and Chairman of the Provincial People's Committee requested the Provincial Armed Forces to continue effectively implementing the Provincial Party Committee's Action Program to implement Resolution No. 28 of the Politburo on continuing to build provinces and centrally-administered cities into solid defense zones in the new situation, linking economic, cultural, and social development with strengthening national defense and security, building a national defense posture linked with a people's security posture and the people's support; building a strong national defense system, promoting the responsibility of Party committees, governments, officials, Party members, and all strata of the people in carrying out the task of building and protecting the Fatherland.

The Provincial Party Secretary and Chairman of the Provincial People's Committee requested that the Provincial Armed Forces continue to improve the leadership capacity and combat strength of the Party organization, and the quality of cadres and Party members within the provincial armed forces to meet the requirements of the mission; and to do a good job of training and developing Party members throughout the entire force.
At the same time, it is important to regularly pay attention to, strengthen, and build up the armed forces, ensuring the policies and benefits for officers and soldiers; effectively implement the policies for the military's rear support, and take care of the material and spiritual lives of wounded soldiers, families of martyrs, and families who have contributed to the revolution.
Building a strong defense zone in the new situation.
In his directive speech, on behalf of the Standing Committee of the Central Military Commission and the leadership of the Ministry of National Defense, General Nguyen Tan Cuong - Chief of the General Staff of the Vietnam People's Army and Deputy Minister of National Defense - acknowledged and warmly praised the outstanding achievements and important contributions of generations of officers and soldiers of the provincial armed forces over the years.

Emphasizing the difficulties and challenges, and the increasingly high demands placed on the cause of building the Army, consolidating national defense and protecting the Fatherland, in order to excellently fulfill the assigned tasks in the coming time, General Nguyen Tan Cuong requested the armed forces of Nghe An province to continue to thoroughly understand and seriously implement the resolutions, conclusions, strategies, and projects of the Party, State, and Army on building a solid defense zone in the new situation.
Playing a pivotal role, promptly advising the Provincial Party Committee, Provincial People's Council, and Provincial People's Committee on leadership and direction in building a strong national defense system and a solid defense zone, linking the consolidation of national defense and security with the development of local culture and society.

In addition, proactively advise and propose the implementation of policies and guidelines on militia and self-defense work; build a strong and widespread militia and self-defense force; build a powerful and high-quality reserve force; improve the quality of training, skills, combat readiness, and fighting strength of agencies and units.
Actively coordinate closely with other forces, thoroughly understand the situation, and advise on effective handling of situations. Prepare well-planned strategies, personnel, equipment, supplies, and actively participate in preventing and mitigating the consequences of natural disasters, environmental pollution, epidemics, and in search and rescue operations.

Actively coordinate and advise the people on eradicating hunger and poverty, eliminating temporary housing, building new rural areas and civilized urban areas, and building a strong foundation of public support.
Continue to implement synchronously the standards for building strong, comprehensive, exemplary, and model units. Focus on breakthroughs in building strong provincial armed forces politically, as a basis for improving the quality of regularization, adherence to state laws, and military discipline.

Focus on building strong Party organizations at all levels in terms of politics, ideology, ethics, organization, and personnel. Emphasize building Party committees and branches with high fighting capacity, leadership skills, and practical organizational abilities; strengthen Party building and rectification, while simultaneously promoting the study and emulation of Ho Chi Minh's thought, ethics, and style.
Looking ahead, General Nguyen Tan Cuong - Chief of the General Staff of the Vietnam People's Army, Deputy Minister of National Defense - requested that the armed forces of Nghe An province make thorough preparations, especially regarding documents and personnel, to successfully organize the Party congresses at all levels leading up to the 12th Congress of the Party Committee of the Army and the 14th National Congress of the Party.

At the same time, we will continue to effectively implement the movements and campaigns launched by the Party, the State, the Central Military Commission, and the Ministry of National Defense, contributing to building a strong political foundation, improving the lives of the people, and strengthening solidarity and close ties with the people.
In his response, on behalf of the Provincial Party Committee, the Provincial People's Council, the Provincial People's Committee, the Provincial Fatherland Front, and the entire armed forces of Nghe An province, the Standing Vice Chairman of the Provincial People's Committee, Le Hong Vinh, expressed his sincere commitment to fully and thoroughly disseminate the profound and specific directives of the Chief of the General Staff of the Vietnam People's Army and the Deputy Minister of National Defense in order to organize the thorough and timely implementation of these directives.

In the coming period, the Party Committee and government of Nghe An province will focus on leading and directing the provincial armed forces to continue inheriting and promoting the glorious tradition of being twice awarded the title of Hero of the People's Armed Forces; and the noble qualities of "Uncle Ho's soldiers," affirming their determination, arousing pride and honor, seizing opportunities, overcoming difficulties and challenges, and excellently fulfilling military and national defense tasks, contributing to the successful implementation of the two strategic tasks of building and protecting the socialist Vietnamese Fatherland.

At the same time, we hope to continue receiving the attention, leadership, guidance, and assistance of the Central Military Commission - Ministry of National Defense and personally of the Chief of the General Staff of the Vietnam People's Army for Nghe An in general and the provincial armed forces in particular in socio-economic development and ensuring national defense and security.
