Today, I am very pleased to attend the program commemorating 76 years of studying and implementing the Six Teachings of President Ho Chi Minh for the People's Police and to receive the title of "Hero of the People's Armed Forces" for the Provincial Police.

On behalf of the provincial leadership, I respectfully extend my best wishes to the leaders of the Party and State; the leaders of the central committees, ministries, agencies, and the 4th Military Region; international guests; and all delegates, as well as all generations of police officers and soldiers of Nghe An province!

Dear comrades!

Throughout thousands of years of our nation's history, Nghe An is proud to be a land rich in cultural and revolutionary traditions. Drawing from this tradition, especially during the Ho Chi Minh era, under the leadership of the Communist Party of Vietnam, revolutionary forces, particularly the Nghe An Public Security forces, have made direct and significant contributions to the glorious revolutionary cause of our Party and people.

We are proud that the Nghe An Public Security Force was formed from the Red Self-Defense Teams during the Nghe Tinh Soviet revolutionary movement of 1930-1931. From its inception, the Nghe An Public Security Force promptly deployed forces and operational measures to crush the enemy's sabotage activities and protect the fledgling people's democratic government. During the resistance wars against French colonialism and American imperialism, the Nghe An Public Security Force effectively implemented various wartime tasks, sending over 1,000 officers and soldiers to support the battlefields; simultaneously focusing on maintaining security and order in the rear; intelligently and bravely fighting and suppressing bandits and commandos infiltrating the area; actively eliminating traitors and evildoers, protecting the lives and property of the State and the people; contributing to the successful realization of the national liberation struggle and reunification of the country.

During the period of national construction and defense, amidst the rapid transformations of the country and the province, with many favorable opportunities and new challenges, the Nghe An Public Security force proactively grasped the situation, promptly advising the Party Committee and the government on many long-term, comprehensive policies and solutions that were appropriate to the province's reality in ensuring security and order. At the same time, it focused on key priorities in leading and directing the implementation of political tasks; comprehensively reformed all aspects of its work, deployed many sharp, creative, systematic, and decisive professional measures, achieving many outstanding victories and becoming one of the exemplary units of the People's Public Security force on several fronts, such as: combating drug crimes; Administrative reforms, pioneering the effective implementation of many models and exemplary practices in the nationwide movement to protect national security, and their replication throughout the country... As a result, these efforts have contributed to reducing crime rates, gradually stabilizing key areas with complex issues, and maintaining security and order throughout the province.

Looking back on 79 years of building, fighting, and maturing, especially the 76 years of implementing the Six Teachings of President Ho Chi Minh for the People's Police, we are proud of the generations of police officers and soldiers of Nghe An who have always been loyal to the Party, the State, and the People, upholding the revolutionary ideal of "knowing only that as long as the Party exists, so do we," considering "Honor as the most sacred and precious thing." We are proud of the generations of police officers and soldiers of Nghe An who are resourceful and courageous in fighting relentlessly against hostile forces and all kinds of criminals; ready to accept hardship and sacrifice to protect the peace of the country, the homeland, and the happiness of the people. The image of Nghe An police officers and soldiers crossing mountains and forests to hunt down and drive out criminals; wading through floods and plunging into flames to save people and property of the State and the People; dedicated, courteous, and respectful to the people in implementing administrative procedure reforms; Regardless of day or night, heat or cold, they braved the front lines of the Covid-19 pandemic, crossing mountain passes and wading through streams to carry building materials to help people build houses. This has left behind feelings of appreciation, trust, and admiration among all segments of the province's population.

In fierce and arduous battles, many police officers and soldiers of Nghe An province bravely fell or suffered lifelong injuries, becoming exemplary role models of "selfless dedication to the nation and service to the people," further enhancing the noble traditions and qualities of the People's Police officers in the beloved homeland of President Ho Chi Minh!

In recognition of their outstanding contributions and achievements, 22 collectives and 9 individuals of the Nghe An Provincial Police were awarded the title of Hero of the People's Armed Forces, and hundreds of collectives and individuals received other prestigious awards.

The dedication and sacrifices of the officers and soldiers of the Nghe An Public Security force have made a significant contribution to the stability and socio-economic development of the province. To date, Nghe An's economy ranks 10th nationwide and maintains a relatively high growth rate; annual budget revenue meets and exceeds the assigned targets; investment attraction has achieved outstanding results, creating a strong breakthrough in recent times. The urban and rural landscapes are becoming increasingly civilized and modern, making it one of the exemplary localities nationwide with a proactive and creative approach to building new rural areas. Several sectors are gradually establishing themselves as centers of the North Central region, such as healthcare, education and training, finance and banking... National border sovereignty is maintained; foreign relations are strengthened and expanded; the great national unity and the people's trust in the Party and State are increasingly consolidated.

On behalf of the Standing Committee of the Provincial Party Committee, I wholeheartedly commend the achievements, victories, and important contributions of generations of officers and soldiers of the Nghe An Public Security force over the past time, and especially, respectfully congratulate the comrades who have been honored by the Party and the State with the prestigious title of "Hero of the People's Armed Forces".

Dear comrades!

Receiving the title of Hero is an immense honor and source of pride for the Nghe An Public Security force; it is a shared joy for the Party Committee, the government, and the people of the province; and it is a well-deserved recognition from the Party and the State for the efforts and contributions of generations of Nghe An Public Security officers and soldiers over the past 79 years. At the same time, it places a heavier responsibility on each officer and soldier of the province, as the tasks ahead are expected to be fraught with difficulties and challenges. Traditional and non-traditional security issues are becoming increasingly complex. Hostile forces have never abandoned their goal of undermining the Party and the State, with Nghe An being identified as a crucial link in their network; various types of crime and social vices are becoming increasingly sophisticated. The province's socio-economic activities are becoming more vibrant and open, easily giving rise to negative aspects that put great pressure on the work of ensuring security and order.

Building upon the traditions of a unit awarded the title of Hero of the People's Armed Forces, I believe and hope that the Nghe An Public Security force will continue to unite, strive, train, and compete to achieve even more outstanding accomplishments and victories, always living up to its reputation as a "sharp sword" and a "steel shield" protecting the Fatherland, the Party, the State, and the People. In particular, it is necessary to continue promoting the study and implementation of the Six Teachings of President Ho Chi Minh, making it a regular, daily practice, a way of life, a way of thinking, and a way of working for each officer and soldier.

Promote the movement to study and implement the Six Teachings of President Ho Chi Minh, linking it with the effective implementation of political tasks. Proactively strengthen forecasting, synthesis, analysis, and propose effective solutions to protect national security and social order, preventing any unexpected incidents in all situations. Prevent, combat, and decisively suppress all types of crime; contain and reduce social evils; and gradually build a society that is orderly, disciplined, safe, and healthy.

Strengthen and improve the effectiveness of state management in security and order. Provide advice and coordinate the resolution of complex cases related to the exploitation of religion; border security, mountainous areas, ethnic minorities, economic security, environmental security, cybersecurity, etc.

Continue to vigorously promote the nationwide movement to protect national security, firmly consolidating the "people's hearts" defense posture and the people's security posture in conjunction with the national defense posture. Focus on Party building; maintain close cooperation and solidarity with agencies and units, especially those in the armed forces and internal affairs sectors of the province, to effectively carry out crime prevention, combat, and suppression.

On this occasion, on behalf of the Provincial Party Standing Committee, I would like to express my sincere gratitude to the leaders of the Party and State, the Party Committee of the Central Public Security Ministry, the leaders of the Ministry of Public Security, and especially General To Lam; the leaders of central ministries, departments, agencies, and professional units of the Ministry of Public Security, and the police forces of localities for their continuous assistance, sharing, and support to the province and the Nghe An Public Security. We hope to continue receiving even more attention from you all in the future to help the Nghe An Public Security successfully fulfill its assigned political tasks, contributing to the rapid and sustainable development of Nghe An province, imbued with the cultural identity of Vietnam and Nghe An, in accordance with Resolution No. 39 of the Politburo.

Finally, I wish the leaders of the Party and State; the leaders of the central committees, ministries, branches, and agencies; the 4th Military Region; international guests; all generations of officers and soldiers of the Nghe An Public Security; and all delegates good health, happiness, and success!
