This is the latest regulation from the Ministry of Education and Training and the Ministry of Interior regarding salary classification for public primary school teachers.

According to Circular 21/2015/TTLT-BGDĐT-BNV of the Ministry of Education and Training and the Ministry of Home Affairs, which stipulates the codes and standards for professional titles of public primary school teachers, the salary classification for primary school teachers is calculated according to three grades: II, III, and IV.

Accordingly, the professional titles for primary school teachers in public primary schools within the national education system include: Primary school teacher grade II - Code: V.07.03.07; primary school teacher grade III - Code: V.07.03.08; primary school teacher grade IV - Code: V.07.03.09.

The criteria for a Grade II primary school teacher are: a university degree in primary education or a university degree in a relevant subject area; a foreign language proficiency level 2 or a certificate in an ethnic language for positions requiring the use of an ethnic language; basic IT skills; and a Grade II primary school teacher training certificate.

Primary school teachers of grade III must possess a college diploma in primary education or a college diploma in a relevant subject area; a foreign language proficiency level 2 or a certificate in an ethnic minority language for positions requiring the use of an ethnic minority language; basic IT skills; and a certificate of training for primary school teachers of grade III.

Primary school teachers of rank IV must possess a diploma in primary education at the intermediate level or a diploma in a relevant subject area; a foreign language proficiency level 1; and basic information technology skills.

The general ethical standards for primary school teachers include consciously cultivating moral character, upholding a sense of responsibility, maintaining the qualities and reputation of a teacher; setting a good example for students, showing love and treating students fairly and respecting their personalities, and protecting their legitimate rights and interests.

Regarding salary classification, the Circular stipulates that the professional title of primary school teacher, grade II, is subject to the salary coefficient for civil servants of type A1 (from salary coefficient 2.34 to salary coefficient 4.98).

The professional title of primary school teacher, grade III, is subject to the salary coefficient for civil servants of type A0 (from salary coefficient 2.10 to salary coefficient 4.89).

The professional title of primary school teacher, grade IV, is subject to the salary coefficient for civil servants of type B (from salary coefficient 1.86 to salary coefficient 4.06).

This Circular takes effect from November 3, 2015.
