Please note that vehicles already registered with 5-digit license plates will be subject to a change to a specific identification number plate.

Specifically, for vehicles registered with a 5-digit license plate before August 15, 2023, that have not yet undergone the revocation procedure, that 5-digit license plate is considered the owner's identification plate. If the owner revoked it before August 15, 2023, that license plate will be transferred to the license plate inventory for reissuance according to regulations.

Vehicles with 5-digit license plates bearing the symbols “LD”, “DA”, “MĐ”, and “R” are still permitted to participate in traffic, even after replacement or re-issuance, except in cases where the vehicle owner requests a change of license plate as stipulated in Circular 24/2023/TT-BCA.

Vehicles already registered with 3 or 4-digit license plates are still permitted to participate in traffic, except when the owner wishes to switch to a specific license plate or when the owner carries out procedures for renewing vehicle registration certificates, renewing license plates, reissuing vehicle registration certificates, reissuing license plates, or registering a transfer of ownership or relocation of the vehicle as stipulated in Circular 24/2023/TT-BCA. In such cases, the 3 or 4-digit license plate will be revoked and replaced with a specific license plate as prescribed.

For commune-level police forces that were granted the authority to register motorcycles before August 15, 2023, they will continue to register vehicles according to the regulations in Circular 24/2023/TT-BCA.

Therefore, for vehicles registered with 5-digit license plates before August 15, 2023, that have not yet undergone the revocation procedure, those license plates are considered the owner's identification plates.

In addition, vehicle owners must comply with the legal regulations on vehicle registration. They must complete the vehicle registration procedures on the public service portal, providing and declaring truthfully, completely, and accurately the information required for vehicle registration.

Vehicle owners are also legally responsible for the legality of their vehicles and vehicle documents. Any act of falsifying documents, illegally interfering with public service portals, vehicle registration and management systems to alter electronic data or to change the engine or chassis number of a vehicle for registration purposes is strictly prohibited.
