Reasons why 9 communes in Nghe An did not implement the restructuring.
In the plan for reorganizing commune-level administrative units, Nghe An province will reduce the number of units from 412 to 130, a decrease of 282 units. Of these, 9 units will remain unchanged and will not be reorganized.
Nghe An province covers an area of 16,486.49 km². The province has a total resident and temporary population of 3,831,694 people. Nghe An has 20 district-level administrative units, including 17 districts, 2 towns, and 1 city. The province also has 412 commune-level administrative units, including 362 communes, 33 wards, and 17 townships.
Of these, 104 commune-level administrative units met the criteria, while 308 did not. 403 commune-level administrative units underwent restructuring, including 353 communes, 33 wards, and 17 towns; 9 units did not undergo restructuring.
Recently, the Provincial Party Committee approved the plan for reorganizing commune-level administrative units. The plan reduces the number of commune-level administrative units in Nghe An province by 282, a reduction of 68.45%. After the reorganization, Nghe An province will have 130 commune-level administrative units, including 11 wards and 119 communes.
Of the 130 commune-level administrative units after reorganization, 9 units met the criteria and were not reorganized, including: Ky Son District with 5 units: My Ly, Bac Ly, Keng Du, Huoi Tu, Muong Long; Tuong Duong District with 2 units: Luong Minh, Huu Khuong; Con Cuong District with 1 unit: Binh Chuan commune; and Quy Chau District with 1 unit: Chau Binh commune.
My Ly commune (Ky Son district) has a natural area of 211.03 km², reaching 422.06% of the standard. The population of My Ly commune is 5,861 people, with 97.85% being ethnic minorities; therefore, compared to the standard, it reaches 586.10%, whereas the regulation only requires 1,000 people.
Bac Ly commune (Ky Son district) has a natural area of 109.17 km², reaching 218.34% of the standard. The commune's population is 5,552 people, with 98.36% being ethnic minorities. Therefore, compared to the standard of 555.20%, only 1,000 people are required.
Keng Du commune (Kỳ Sơn district) has a natural area of 98.24 km², reaching 196.48% of the standard. The commune's population is 5,098 people; however, because 97.39% of the population are ethnic minorities, the commune meets the standard of 509.80%, whereas only 1,000 people are required.
Huoi Tu commune (Ky Son district) has a natural area of 109.03 km², reaching 218.06% of the standard. The commune's population is 5,177 people. Since 97.72% of the population are ethnic minorities, the commune meets the standard of 517.70%, whereas only 1,000 people are required.
Muong Long commune (Ky Son district) has a natural area of 148.31 km², reaching 296.62% of the standard. The commune has a population of 5,649 people. Since 98.81% of the population are ethnic minorities, the commune meets the standard of 564.90%, whereas only 1,000 people are required.
Binh Chuan commune (Con Cuong district) has a natural area of 182.19 km², reaching 364.38% of the standard. The commune's population is 4,638 people. Since 96.25% of the population are ethnic minorities, the commune meets the standard of 463.80%, whereas only 1,000 people are required.
Chau Binh commune (Quy Chau district) has a natural area of 130.91 km², reaching 261.82% of the standard. The commune's population is 11,038 people. Since 51.37% of the population are ethnic minorities, the commune meets the standard at 551.90%, whereas only 2,000 people are required.
Luong Minh commune (Tuong Duong district) has a natural area of 227.97 km², reaching 455.93% of the standard. The commune's population is 5,322 people; however, because 98.93% of the population are ethnic minorities, the commune meets the standard at 532.2%, whereas the regulation only requires 1,000 people.
Huu Khuong commune (Tuong Duong district) has a natural area of 263.79 km², reaching 527.59% of the standard. The commune's population is 2,939 people, reaching 293.9%. The ethnic minority population of the commune is 2,910 people, reaching 99.01% of the ethnic minority population, as the prescribed population is 1,000 people.
