Despite Saudi Arabia's objections, Russia is still determined to sell S-400 missiles to Qatar.
Russian lawmakers insist that the plan to sell S-400 air defense systems to Qatar is still being implemented to serve Russia's national interests.

"The transfer of S-400 long-range air defense systems to Qatar will increase revenue for the Russian government, serving Moscow's national interests. Saudi Arabia's position is irrelevant to this; our plans will not change."SputnikThis quote states that MP Aleksei Kondratyev, Deputy Chairman of the Defense and Security Committee of the Russian Senate, made a statement on June 3rd.
The statement was issued after the newsLe MondeFrance has released a letter allegedly from Saudi King Salman to French President Emmanuel Macron, requesting that France prevent Qatar from purchasing S-400 air defense missiles. The Saudi king warned he would use strong measures, including military intervention against Qatar, to prevent the country from acquiring the S-400 system.
"Qatar will gain an advantage over its neighbors by purchasing Russia's S-400 system. Furthermore, the US doesn't want to lose this large arms market and will seek to put pressure on Saudi Arabia. Riyadh's tension is understandable," MP Kondratyev asserted.
In December 2017, Qatar's ambassador to Russia, Fahad bin Mohammed Al-Attiyah, revealed that the country was also negotiating to purchase advanced Russian air defense systems such as the S-400 Triumf and Pantsir-S1. However, it remains unclear whether Qatar will be able to acquire the Russian S-400 system in the future.
Last year, Saudi Arabia, the UAE, Bahrain, Egypt, and several other countries severed diplomatic ties with Qatar, citing its support for terrorist organizations and Iran. Doha has consistently denied the accusations from the Arab nations. This is the biggest diplomatic crisis in the Gulf region in recent years.
