Bringing a phone into the driver's license test room will result in a 5-year suspension.

In a document requesting provincial Departments of Transport, training facilities, and driver testing centers to tighten management of driver training, testing, and license issuance/renewal, the Vietnam Road Administration requires strict enforcement of the ban on trainees bringing mobile phones into the theoretical test room and onto the vehicle.

"License testing centers must ensure that trainees are not allowed to bring mobile phones or other telecommunication devices into the theoretical test room or into the driving test vehicle on the practice course. In cases where trainees intentionally use these devices, the centers must record the incident, cancel the test results, and prohibit the trainee from participating in the test for 5 years as stipulated," the Vietnam Road Administration requires.

Regarding the theory test for the A1 driver's license (for motorcycles from 50cc to under 175cc), the new regulations require testing centers to regularly rotate the multiple-choice theory test questions on the examination paper to prevent rote learning. Students who fail the test are allowed to re-register with the same driver's license testing agency within a minimum of one month (from the date of failure) to ensure sufficient time for review.

To prevent illiterate candidates from taking driving tests, the General Department of Roads requires all trainees to provide complete information and sign/write their full names on the application form for driving lessons/tests, as well as on the theoretical and practical test reports. Any training facility that allows such cases to occur will be penalized according to regulations.

"Specifically, driving test centers with FC-class driving license test tracks must urgently fix marker posts and sidewalks in the test area for parallel parking and driving through winding roads, install surveillance cameras to monitor the testing process, and store data at the center for a minimum of one year," the document from the Vietnam Road Administration states.

Furthermore, to ensure effective coordination with other management agencies, such as the Traffic Police, the General Department of Roads requires agencies and units to compile and report complete information on training and testing units, as well as the use of driver's licenses, driver's seniority, etc., so that information can be retrieved in cases of serious accidents.

Furthermore, given the increasing number of foreigners living and working in Vietnam, as well as overseas Vietnamese returning to live in their homeland, the Vietnam Road Administration also emphasized the need to tighten management of driver's license issuance and renewal to prevent the use of invalid foreign driver's licenses to exchange for Vietnamese driver's licenses.

According to Ms. Phan Thi Thu Hien, Deputy Director General of the Vietnam Road Administration, following directives to tighten driver's license training and testing, the agency will also introduce new requirements for the periodic health monitoring of drivers in the near future.
