"Father Nguyen Dinh Thuc incites parishioners."
Nguyen Xuan Luong falsely claimed to be an officer working at Department C45 of the Ministry of Public Security in order to gain credibility for his fraudulent activities and property appropriation. To further enhance his credibility, Luong even claimed to be the nephew-in-law of a Vice Chairman of the Provincial People's Committee.

Using this tactic, Luong easily deceived victims into giving him money to secure jobs or promotions. Luong's victims were families whose children had graduated from university or college but had not yet found employment. Investigators determined that from 2013 to 2016, Nguyen Xuan Luong defrauded seven victims of 779.4 million VND.
On August 13, 2016, Luong was caught red-handed by the Dien Chau District Police while receiving money from a resident in Dien Chau District to secure a position in the police force. Prior to this, Luong had also received money from a teacher couple to help their husband get promoted to Deputy Principal of the school.
For victims seeking employment, depending on the position they were applying for, Luong charged between 80 and 150 million VND per person.
At the trial, Nguyen Xuan Luong admitted his guilt and hoped for leniency from the law. After Luong's arrest, his family also partially compensated the victims for the damages he caused.
After a comprehensive review of the case, the court sentenced Nguyen Xuan Luong to 8 years in prison for "Fraudulent appropriation of property," and ordered the defendant to fully compensate the victims for the stolen money.
