Many daring robberies
Recalling the incident that happened nearly 2 months ago, Ms. Dinh Thi H, residing in Xuan Hoa commune, Nam Dan district, is still in shock. According to Ms. H, on the evening of September 10, 2023, while driving a motorbike on National Highway 46, in the area of Xuan Hoa commune, she was suddenly robbed by a young man driving a white Exciter motorbike with an unknown license plate, of an Iphone 12 Promax phone worth about 15 million VND. "I didn't think the subject would commit such a daring robbery. The incident happened so quickly that I didn't have time to react or shout anything," Ms. H said.
Also on the evening of September 10, Ms. Nguyen Thi Bao N., residing in Nam Nghia commune, Nam Dan district, was driving a motorbike on National Highway 15A in Nam Nghia commune when a subject riding an Exciter motorbike robbed her Samsung mobile phone.
The cases were then reported to Nam Dan District Police. After receiving the information, Nam Dan District Police promptly began investigating. On September 14, Nam Dan District Police successfully broke the case, arrested Tran Van Ngoc (born in 1998), residing in Van Dong hamlet, Hien Son commune, Do Luong district for robbery, confiscating 4 phones and 2 motorbikes. At the police station, Tran Van Ngoc confessed that from mid-August 2023 to the time of his arrest, he had committed 8 robberies in Nam Dan, Do Luong, Nghi Loc, etc.
Previously, at around 7:00 a.m. on March 3, Ms. Tran Thi Ngoc Anh (born in 1995), residing in block 12, Truong Thi ward, Vinh city, on her way to work from Vinh city along National Highway 46A to Hung Dao commune, when she reached block 7, Hung Nguyen town, was robbed by a young man of an IPhone XS max phone, worth about 10 million VND. The incident was quickly reported and after 1 hour, using professional measures, Hung Nguyen district police arrested the perpetrator of the robbery, Nguyen Van Tuan Anh (born in 2003), residing in hamlet 4, Hung Loi commune, Hung Nguyen district.
Similarly, on February 16, Vinh City Police also quickly investigated and arrested Luong Khanh Thien (born in 2000), residing in Block 2, Quang Trung Ward, Vinh City. This is the perpetrator of the robbery at 9:25 a.m. on February 15 at the intersection of Phan Dang Luu Street and Truong Thi Street. At that time, seeing a woman walking along the sidewalk of Phan Dang Luu Street talking on the phone, with a handbag on her shoulder, Thien quickly drove on the sidewalk, accelerated from behind, approached the right side of the woman, and quickly used his left hand to snatch the bag and escape. Driving to the section in front of Hoa Sen Kindergarten, Le Hong Phong Street, checking inside the handbag, he found nearly 5 million VND. Thien quickly put the money in his jacket pocket and then threw the handbag and the victim's papers in front of Hoa Sen Kindergarten.
Need to raise vigilance
The above cases show the recklessness and daring of robbers and the subjects they often target are women walking alone on the street at times when there are no people. According to an investigator of the Criminal Police Department of the Provincial Police: most robberies are committed by men, mainly between the ages of 16 and 30, many of whom are orphans, school dropouts, have criminal records, are drug addicts, are lazy but like to enjoy life, so they have the idea of robbing other people's property to satisfy their personal spending needs...
They often use motorbikes without license plates to move on traffic routes to monitor, observe, and select targets to rob. Once they have detected and selected a passerby (riding a motorbike or walking) carrying property, the subjects will approach, taking advantage of the time when there are few people passing by to snatch the property. Or like the trick of Tran Van Ngoc, the subject who caused many robberies in Nam Dan, Do Luong, Nghi Loc... is to use motorbikes with fake license plates, then travel on deserted roads at night. Observing that the victims (mainly women) are not paying attention, they commit the act of snatching property and then quickly escape.
According to the authorities, the cause of property theft comes from many different issues, including the fact that people's awareness of protecting their property is still lacking. According to statistics, the victims of property theft that have occurred in recent times are mostly women - those who often carry handbags, wear a lot of jewelry, and talk on the phone while walking on the street... These careless and unguarded actions have created opportunities for robbers to operate. Not to mention, these are people with weak resistance, making it easy for them to commit crimes.
The act of snatching property is not only about appropriating property but also endangering lives, causing panic and fear for people. Because most of the subjects use motorbikes running at high speed, suddenly attacking when the victims are on the road or in force majeure situations. This can cause the victims to have dangerous accidents, harm their health and damage their vehicles. Not to mention, it can also endanger other people and vehicles when participating in traffic on the road...
Therefore, in addition to plans and measures to combat and prevent all types of crimes, including property crimes, and to ensure security and order in the area by the authorities, it is necessary to have the cooperation of families and schools in propaganda and education, crime prevention and suppression for groups at high risk of committing crimes. Especially groups of students who have dropped out of school, groups of homeless minors, and teenagers in families with economic difficulties...
People, especially women, need to raise their awareness and minimize the amount of valuables they carry when going out or in public areas. In case of robbery, they must shout, try to remember the identifying features of the subject, vehicle type, license plate number, etc. and quickly go to the nearest police station to report and provide information to serve the investigation and arrest process.
