The mandate to achieve the 2025 growth target.
With a firm commitment to achieving double-digit growth by 2025, the leaders of Nghe An province have requested all levels and sectors to decisively implement solutions to develop production and business, and attract investment in all fields.

To achieve development goals, at the beginning of 2025, the People's Committee of Nghe An province issued a decision to establish five working groups to direct and promote the implementation of the annual plan according to the set growth scenario. These working groups are headed by Vice Chairmen of the Provincial People's Committee to urge departments, agencies, and localities to accelerate implementation in the following areas: industry, public investment, agriculture and rural development, services, and state budget revenue.
At the same time, in meetings and briefings with various levels and sectors, the Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee, Le Hong Vinh, consistently urged the vigorous implementation of socio-economic development solutions. Based on this, he is determined to fulfill the development "mandate" to achieve a GRDP growth rate of approximately 9.5-10.5% for Nghe An province in 2025.
The acceleration of socio-economic development in 2025 aims to enable Nghe An to "speed up and break through," striving to successfully achieve the socio-economic development goals for the entire 2021-2025 period. This activity also holds special significance in celebrating many important national events, including the holding of Party Congresses at all levels for the 2025-2030 term, leading up to the 14th National Party Congress, marking the "era of national progress."
Along with the aforementioned goal of accelerating growth, the Provincial People's Committee also aims for a state budget revenue of 17,726 billion VND; export turnover of 4.5 billion USD; average GRDP per capita of approximately 71-72 million VND; and a reduction in the multidimensional poverty rate of about 1-1.5%... Previously, from the end of 2024, the Provincial People's Committee had set out 10 main groups of tasks and solutions for socio-economic development and ensuring national defense and security. These include continuing to review and evaluate the goals and targets of the Resolution of the 19th Provincial Party Congress and the 5-year socio-economic development plan 2021-2025 to strengthen guidance and management, striving to achieve the highest possible level of completion.

All levels and sectors in the province are also meticulously preparing the content for organizing Party congresses at all levels, leading up to the 20th Provincial Party Congress and the 14th National Party Congress; in conjunction with this, they are developing the 5-year socio-economic development plan for 2026-2030. All these tasks contribute to the successful implementation of Resolution No. 39 of the Politburo and the resolutions of the National Assembly on special mechanisms and policies to create resources and impetus for the development of Nghe An province.
The "command" for development has been issued, and "there is only forward, no turning back." Therefore, to ensure the successful implementation of that "command," it is even more crucial for all levels and sectors to have specific solutions for each field, closely adhering to reality and continuously urging progress.
The foundation for success lies in the consensus and joint efforts of all levels and sectors, and the active contributions of every official, Party member, and citizen in the province. Based on this, we will implement comprehensive and decisive solutions, mobilizing all resources to achieve development goals. Furthermore, the outstanding results in attracting investment (ranking in the top 10 nationwide for foreign investment attraction for three consecutive years), exceeding budget revenue targets, increasing export value, and the flourishing of many business sectors in the province over the past years will create crucial momentum for the entire province to fulfill its development mandate.
