Exemption from A1, A motorbike theory test for people who already have a car license?
I have a car license (still valid) but not a motorbike license. Now I want to take the motorbike license test. Am I exempted from the A1 motorbike theory test? This is a concern of Mr. Nguyen Van Bac (Vinh City, Nghe An).
Reply: On February 28, 2025, the Minister of Public Security issued Circular 12/2025/TT-BCA regulating the testing and issuance of driving licenses; issuance and use of international driving licenses effective from March 2025.
Accordingly, at Point a, Clause 1, Article 4 of Circular 12/2025/TT-BCA stipulates the form, content and process of driving test as follows:

1. Theory test
a) Theoretical test: includes questions related to legal regulations on road traffic order and safety; driving techniques; content related to structure and common repairs (for class B1 and class B and above); driver ethics, traffic culture and prevention of harmful effects of alcohol and beer when participating in traffic; fire prevention, fire fighting and rescue skills (for class B and above).
Candidates taking the A1, A class driving test with a valid car driving license are exempted from the theory test;
b) Theoretical examination is conducted on computer, except for the case specified in Clause 2, Article 5 of this Circular.

Thus, from March 1, 2025, people with a valid car driving license will be exempted from the theory test when registering for a class A1 driving license (cylinder capacity up to 125 cc or electric motor capacity up to 11 kW) and A (cylinder capacity over 125 cc or electric motor capacity over 11 kW).
