On December 29, 2025, the Provincial People's Committee issued Plan No. 1150/KH-UBND on launching a campaign to clear violations and prevent re-encroachment on road and railway traffic safety corridors in the province before, during, and after the New Year, Lunar New Year (Year of the Horse), and Spring Festival in 2026.

According to the plan, the campaign will be launched simultaneously in 130 communes and wards, starting on December 29, 2025, and continuing until March 18, 2026. The Provincial People's Committee requests that heads of agencies and units, and chairpersons of commune and ward People's Committees, directly supervise and implement the campaign decisively and synchronously; strictly prohibit any illegal interference or obstruction during the clearance process, ensuring absolute safety for participating forces and preventing the occurrence of complex security and order incidents.

Simultaneous deployment, focusing on key areas.

The focus of this campaign is to clear violations and prevent re-encroachment on road and railway safety corridors, while also addressing the encroachment on roadways and sidewalks for business, trading, and the placement of materials and temporary structures in violation of regulations.

In addition, localities are focusing on repairing damaged, tilted, or sagging electrical and telecommunications infrastructure along both sides of traffic routes. The priority is on sections passing through residential areas, urban areas, and main routes such as national highways, provincial roads, commune roads, and urban roads, especially in central areas and places with high traffic density during the Tet holiday.

Intensify propaganda efforts and resolutely prevent re-encroachment.

The Provincial People's Committee requested that agencies, units, and localities intensify propaganda and mobilization efforts to ensure that people understand the purpose and requirements of the campaign, thereby creating consensus and voluntary compliance. Propaganda work will be carried out through various forms such as loudspeakers, leaflet distribution, mobile information vehicles, and neighborhood meetings along both sides of the roads.

The People's Committees of communes and wards are assigned to take the lead and coordinate with relevant forces to develop specific plans; establish working groups, and clearly assign tasks according to each route and area to organize propaganda, inspection, handling, and removal of violations. Local authorities should concentrate maximum human resources, vehicles, and equipment at the commune level to implement effectively.

During the implementation process, strictly prohibit the use of sidewalks and roadsides for business and trading, especially for goods related to Tet (Lunar New Year) such as flowers, ornamental plants, and seasonal goods; dismantle all tents, stalls, tables, chairs, movable and fixed awnings, steps, flowerbeds, and potted plants that violate regulations. After clearance, organize environmental sanitation, urban beautification, and ensure aesthetic appeal and traffic safety.

Ensure traffic safety at construction sites and require timely reporting.

For ongoing construction projects, especially those on existing roads and in urban areas, the Provincial People's Committee requests that progress be accelerated, and that all measures to ensure traffic safety and site safety be fully implemented; that traffic flow be managed and guided safely, and that adequate signage and traffic lights be provided, especially during holidays, to prevent traffic congestion or accidents.

Departments, agencies, and units that are members of the Provincial Traffic Safety Committee; People's Committees of communes and wards; and relevant agencies and organizations are required to report the results of clearing violations and preventing re-encroachment on traffic safety corridors during the peak period to the Provincial Traffic Safety Committee Office and the Department of Construction before March 15, 2026, for compilation and reporting as prescribed.
