Regarding the case of property fraud in the land sector that occurred in Phu Quoc City, the Investigation Police Agency of Phu Quoc City Police (Kien Giang) said that on May 2, Doan Thanh Tuan - a cadastral officer of Cua Duong Commune (Phu Quoc City) turned himself in and confessed to his violations.
Doan Thanh Tuan (born in 1985, permanent resident of Quarter 4, An Thoi Ward, Phu Quoc City), is a Land Officer of Cua Duong Commune in charge of inspecting and handling violations in the field of land in the commune.
According to Mr. Tuan's confession, in 2021 and 2022, a group of people from LHD Investment and Development Consulting Company Limited (abbreviated as LHD Company) leveled the ground and made concrete roads on agricultural land plots to illegally divide and sell plots at the K8 Project Area (a "ghost" project, not real, created by the subjects themselves - PV), contacted and met with Mr. Tuan and gave a total of 50 million VND in cash to Mr. Tuan to ask for his help, to ignore or overlook the violations of the group of subjects.
After receiving the money, Mr. Tuan ignored and overlooked some violations of the LHD Company's group to facilitate the illegal subdivision and sale of land.


Through information from the press, knowing that the group of people from LHD Company was prosecuted and temporarily detained by the Investigation Police Agency of Phu Quoc City Police for the crime of "Fraudulent appropriation of property" and knowing that he would be criminally prosecuted for accepting money to ignore violations for the group of people from LHD Company, Mr. Tuan voluntarily went to Phu Quoc City Police to surrender and return the entire amount of 50 million VND, hoping to receive leniency from the law.

As reported, Phu Quoc City Police have established a special investigation project into the act of property fraud in the land sector, occurring in the city. On April 19, Phu Quoc City Police Department temporarily detained: Dang Van Linh (born in 1985), Le Minh Diep (born in 1991, both residing in Le Bat Hamlet, Cua Can Commune, Phu Quoc City, Kien Giang) and Dang Van Hung (born in 1981, both residing in Cay Thong Ngoai Hamlet, Cua Duong Commune, Phu Quoc City, Kien Giang) for the act of "Property fraud".
In November 2021, Diep, Linh and Hung together opened LHĐ Company, with the business of real estate brokerage and consulting, with Diep as the company director; Linh and Hung as members, setting up the company office at 268 Nguyen Trung Truc Street, Ward 2, Duong Dong Ward, Phu Quoc City and putting up the sign: LHĐ Real Estate Office.
From 2021 to 2022, Diep, Linh, and Hung made deposits to buy land or purchased land plots from many people in Cay Thong Trong Hamlet, Cua Duong Commune and Hamlet 3, Cua Can Commune (Phu Quoc City), in addition to encroaching on stream land and special-use forest land outside.
After that, the subjects illegally leveled the land, built concrete roads, installed electric poles, pulled electric lines... on the plots of land, then hired people to draw up the plot diagram on paper, named themselves K8 Residential Area Project, Cua Can Residential Area Project (all are ghost projects, not real)... and proceeded to introduce, advertise, and offer plots of land to customers with the form of buying and selling by making notarized documents at notary offices in Phu Quoc City, in order to make illegal profits.

At the time of dividing and selling land plots to customers, in addition to the land plots with land use right certificates for perennial crops, there was also land without land use right certificates, which was stream land and special-use forest land managed by the State and Phu Quoc National Park.
The subjects divided thousands of plots of land into lots and sold them to hundreds of customers, with the amount of money embezzled amounting to hundreds of billions of VND. Through the investigation, it was determined that the accounts of Linh, Diep and Hung in 2021 and 2022 had balance and debt fluctuations with a total amount of over 1,000 billion VND, the main content of the transfer transactions was land sales.
The case is being further investigated by the Phu Quoc City Police Department to handle related subjects.
Phu Quoc City Police request that anyone who is a victim of the above group of subjects contact the Phu Quoc City Police Investigation Agency for guidance and handling of the case according to regulations. At the same time, Phu Quoc City Police call on subjects related to the case to immediately come to the Police Agency to surrender, honestly declare to receive leniency from the law.
