According to the consulting unit for the North-South Expressway project, the average investment cost for a 4-6 lane expressway is 215 billion VND per kilometer, lower than in other countries in the region.

Mr. Pham Huu Son, General Director of the Transport Consulting Corporation (TEDI) - the unit responsible for developing the North-South Expressway project, said that the 1,372 km North-South Expressway has a total investment of approximately 314,000 billion VND, of which 739 km will have 4 lanes and 633 km will have 6 lanes. The average investment cost for a 4-6 lane expressway is 215 billion VND per kilometer (equivalent to more than 9.7 million USD).

After deducting the costs of bridges, tunnels, equipment, land acquisition, soil stabilization, and loan interest, the investment cost for the North-South Expressway is approximately 102 billion VND per kilometer for a 4-lane road and 134 billion VND per kilometer for a 6-lane road.

According to Mr. Son, the project's investment cost has been meticulously researched by the unit, closely adhering to the standards set by the Ministry of Construction. Specifically, the Ministry of Construction stipulates that the investment cost per kilometer of a 4-lane highway is approximately 131 billion VND, and for a 6-lane highway, approximately 200 billion VND.

The investment cost proposed by TEDI is also considered lower than that of other countries in the region. For example, China invests $7.8-13.9 million per kilometer in a 4-lane highway; $9.4-12.3 million per kilometer in a 6-lane highway; or South Korea invests $24.3 million per kilometer in a 4-lane highway…

"The investment for the North-South expressway is appropriate," Mr. Pham Huu Son affirmed, adding that this is only the total figure according to the pre-feasibility report, and any increase or decrease will be decided by the Government.

At the end of February, the Ministry of Transport submitted to the Prime Minister for appraisal the pre-feasibility study report for the investment project to build the North-South expressway.Among the options presented, the Ministry emphasized the option of division.1,372 km of expresswaytwo phases. The total investment for the first phase is expected to be around 103,000 billion VND, of which the State will provide 41,400 billion VND in bond capital.

According to this plan, the transport sector will construct the Mai Son (Ninh Binh) - Vinh (Nghe An) and Cam Lo (Quang Tri) - La Son (Thua Thien Hue) expressway sections under BT contracts, with a scale of 4 lanes on a 17m wide roadbed; and the Phan Thiet - Dau Giay (Dong Nai) section with a scale of 4 lanes on a 25m wide roadbed.

In addition, the Cao Bo (Nam Dinh) - Mai Son (Ninh Binh) and La Son (Thua Thien Hue) - Tuy Loan (Da Nang) sections will be expanded from 2 to 4 lanes.
