On February 14, 2017, Mr. Nguyen Dinh Thuc, parish priest of Song Ngoc, incited hundreds of parishioners to gather at Song Ngoc parish in order to travel to Ky Anh district, Ha Tinh province, to file a complaint against Formosa Company.
For hours, these parishioners lined up, displaying slogans and banners, some on foot, some on bicycles, causing traffic congestion on many roads in Quynh Luu district and on National Highway 1A.
During the journey, Mr. Nguyen Dinh Thuc used a loudspeaker to incite and instigate parishioners to flock to Ha Tinh, despite the cold and rainy weather.
