Buying guns online to settle disputes.
Leo Minh Hieu confessed that he bought the two guns and ammunition online. He was traveling to Ho Chi Minh City to resolve a conflict and was carrying the two guns in his car for use if needed.
On November 25th, the Criminal Investigation Agency of the Binh Phuoc Provincial Police announced that they had executed an arrest warrant and detained Leo Minh Hieu, born in 1999, residing in Hamlet 6, Long Binh Commune, Phu Rieng District; and currently living in Phuoc Tan Hamlet, Binh Tan Commune, Phu Rieng District. Leo Minh Hieu is being prosecuted for the crime of "Illegal possession of military weapons".
Earlier, at approximately 6:25 PM on August 14th, the Drug Crime Investigation Department, in coordination with the Traffic Police Department, the Mobile Police Department of Binh Phuoc Provincial Police, Dong Phu District Police, and Thuan Phu Commune Police, stopped and inspected a car with license plate 93A-335.27 driven by Leo Minh Hieu at the toll station on DT741 road in Thuan Hai hamlet, Thuan Phu commune, Dong Phu district.
Upon inspecting the car with license plate 93A-335.27, the police discovered two guns and 16 bullets inside. Leo Minh Hieu confessed that he had purchased the two guns and bullets online. He stated that he was traveling to Ho Chi Minh City to resolve a conflict and was carrying the two guns in the car for use if needed.

The forensic examination report from the Ho Chi Minh City branch of the Institute of Criminal Science concluded that the two guns and ammunition mentioned above are military weapons.

Based on the results of the forensic examination, the Criminal Investigation Agency of Binh Phuoc Provincial Police has decided to prosecute Leo Minh Hieu for the crime of "Illegal possession of military weapons," issued an arrest warrant for temporary detention, and a search warrant for Leo Minh Hieu's residence to facilitate the investigation.
