According to Decree 168/2024/ND-CP, drivers of newly purchased motorcycles that do not yet have license plates and are still operating them on the road may be fined up to 9 million VND and have up to 8 points deducted from their driver's license.
Specifically, driving a vehicle without license plates (in cases where license plates are required) will be fined between 4 and 6 million VND, as stipulated in point a, clause 3, Article 14 of the decree. In addition, violators will have 6 points deducted from their driver's license for serious violations of vehicle management regulations.

In addition, if the driver fails to present the vehicle registration certificate (or a certified copy accompanied by a bank receipt in the case of a mortgaged vehicle), they will be fined an additional 2 to 3 million VND according to point a, clause 2, Article 14 of the same decree. For this offense, the offender will have 2 points deducted from their driver's license.
Therefore, if both offenses occur, the total penalty could amount to 9 million VND in fines and a deduction of 8 points from the driver's license.
