According to Decree 168/2024/ND-CP, drivers of newly purchased motorbikes without license plates and still driving on the road can be fined up to VND9 million and have up to 8 points deducted from their driving license.
Specifically, the act of driving a vehicle without a license plate (in cases where a license plate is required) will be fined from 4 to 6 million VND, according to the provisions of Point a, Clause 3, Article 14 of the Decree. In addition, the violator will also have 6 points deducted from the driver's license due to serious violations of vehicle management regulations.

In addition, if the driver fails to present the vehicle registration certificate (or a certified copy with a bank receipt in case the vehicle is mortgaged), he/she will be fined an additional VND 2 to 3 million according to Point a, Clause 2, Article 14 of the same Decree. For this violation, the violator will have 2 more points deducted from the driver's license.
Thus, if both errors occur, the total fine can be up to 9 million VND and 8 driving license points will be deducted.
