Installing additional lighting fixtures that do not conform to the manufacturer's original design is considered a violation of the law and may result in various penalties, depending on the specific circumstances, as follows:

According to points c and d, clause 1, Article 14 of Decree 168/2024/ND-CP, the driver of a vehicle may be fined from VND 400,000 to VND 600,000 if they commit the following violations:
- Driving a vehicle without headlights (low beam, high beam) or with headlights that are not functioning or do not meet design standards;
- Position the vehicle so that the headlights are facing towards the rear.
Furthermore, according to point b, clause 8, Article 32 of Decree 168/2024/ND-CP, a fine of VND 4,000,000 to VND 6,000,000 will be imposed on individuals, and VND 8,000,000 to VND 12,000,000 on organizations, for owners of motorcycles who arbitrarily modify the frame, engine, shape, size, or characteristics of the vehicle (including adding or changing the lighting system in violation of regulations).
Therefore, according to Decree 168/2024/ND-CP, installing additional projector headlights on a motorbike without authorization can result in a fine of 400,000 to 600,000 VND for the driver. Simultaneously, the vehicle owner may be fined 4,000,000 to 6,000,000 VND for individuals and 8,000,000 to 12,000,000 VND for organizations.
