According to the regulations in Decree 168/2024/ND-CP on administrative penalties for violations of traffic order and safety. The regulations on road traffic, effective from January 1, 2025, stipulate penalties for drivers of motorcycles and mopeds that do not have adequate rearview mirrors. One of the conditions for participating in traffic is that motorcycles must have sufficient rearview mirrors and other equipment to ensure visibility for the driver.

Motorcyclists who do not have a left rearview mirror, or who have one but it is not functional, will be fined between 400,000 and 600,000 VND.

Therefore, according to regulations, penalties will be imposed for the absence of a left rearview mirror on a motorcycle, or for the presence of a mirror that is not functional, but there are no regulations regarding penalties for the absence of a right rearview mirror on a motorcycle.

Therefore, according to regulations, when participating in traffic, motorcyclists only need to have a rearview mirror on the left side of the rider to be allowed to participate in traffic.

Furthermore, according to the rearview mirror standards, the National Technical Regulation QCVN 14:2024 (issued with Circular 48/2024, effective from January 1, 2025) clearly stipulates that two-wheeled and three-wheeled motorcycles must be equipped with at least one rearview mirror on the left side of the driver.

The rearview mirrors installed on vehicles must meet the requirements stipulated in the National Technical Standard QCVN 28:2024 (issued with Circular 48/2024, effective from January 1, 2025).

According to regulations, rearview mirrors must be securely installed, and the driver must be able to adjust the field of view from the driving position.

The reflective surface of the rearview mirror must be convex and capable of clearly seeing images behind it at a minimum distance of 50m to the right and left, or the center of the mirror's reflective surface must be at a minimum distance of 280mm from the vehicle's longitudinal median plane.

For circular mirrors, the diameter of the reflective surface must not be less than 94mm and not more than 150mm. For non-circular mirrors, the size of the reflective surface must contain an inscribed circle with a diameter of 78mm and must lie within a rectangle measuring 120mm x 200mm.
