When participating in traffic, drivers and passengers using umbrellas may be subject to administrative penalties for this behavior, as it restricts visibility and compromises traffic safety. According to Decree 100/2019/ND-CP, the relevant penalties are stipulated as follows:

For drivers of motorcycles, mopeds (including electric motorcycles), and similar vehicles, using umbrellas while participating in traffic:

In addition to fines, drivers who use umbrellas while driving will also be subject to the following supplementary penalties:
