New road usage fees will be applied from February 1, 2024.
The government has recently issued Decree No. 90/2023/ND-CP regulating the rates, collection methods, exemptions, management, and use of road usage fees; in which, the Decree clearly specifies the road usage fee rates for each type of vehicle.
The road usage fees are specifically regulated as follows:

The decree states that the fee for one month in the second year (from the 13th to the 24th month after vehicle inspection and fee payment) is equal to 92% of the fee for one month as shown in the above table.
The fee for one month in the third year (from the 25th to the 36th month after vehicle inspection and fee payment) is 85% of the fee for one month as stated in the above table.
The fee calculation period according to the above schedule starts from the date of vehicle inspection and does not include the period of the previous inspection cycle. If the vehicle owner has not paid the fee for the previous cycle, they must pay the additional fee for the previous cycle. The amount payable = Monthly fee x Number of months for which the fee was due in the previous cycle.
