Specifically, for schools that conduct preliminary selection procedures, organize aptitude tests, or have aptitude tests combined with the use of national high school graduation exam results (specialized training institutions), and schools that select students based on high school academic results, they are responsible for establishing admissions service fees that are appropriate to the actual, reasonable, and legitimate costs of the admissions process.

The Ministry requires that the fees charged by these schools be calculated to ensure psychological stability for parents and students, avoiding disruption during the 2017 exam period.

Schools must publicly display and list the prices of admission services and are not allowed to charge more than the listed prices. They must also publicly disclose information about service fees in accordance with the Law on Prices and other relevant current laws on price management.

Regarding the payment of fees for faculty and staff from universities and colleges assigned by the Ministry of Education and Training to localities to participate in organizing the national high school graduation exam, the local budget will be responsible for paying these fees in accordance with regulations. In addition, universities and colleges may also provide additional support for travel and accommodation expenses for their faculty and staff during the performance of their duties from their legitimate revenue sources.
