(Baonghean.vn) – Often appearing in crowded places such as markets, hospitals, bus stations… even restaurants, hotels or tourist attractions,Homeless beggars in Vinh City are significantly impacting the city's aesthetics.
| Walking around markets, hospitals, or crowded places in Vinh City, it's not difficult to spot people with disabilities begging for food every day, living off the kindness of the community. |
| A common image shows a person in a wheelchair, with someone pushing from behind. The photo shows two women "plying their trade" at Quan Lau market. Each time they pass stalls or shoppers, they hold out a plastic basket to beg for money. |
| Some vendors and shoppers showed concern and inquired about their situation, but the two women kept their distance and didn't say a word. |
| Arriving at Quang Trung market very early, this man said he had brought his daughter to Vinh for medical treatment but had run out of money, so he came to the market to beg. |
| However, the next day I encountered the same man with someone else, recounting a different story and soliciting money from vendors in a different market. |
| Also at this market, in a different location, a young man was sitting and begging for money right in the middle of the street. |
| A little while later, when this young man moved to another position, someone else came to replace him. |
| A small business owner in Quang Trung market said: "Every day, there are 7-8 people with different backgrounds and circumstances who regularly come here to beg for money. Especially on the full moon day, they walk in a line through the market." |
| Following these people until the end of the day, we saw them return to a lodging house in the Vinh Bus Station area (Le Loi Ward). |
| According to statistics from the Department of Labor, War Invalids and Social Affairs, there are approximately over 110 homeless beggars in the province, mainly concentrated in Vinh City. These modern-day beggars not only "ply their trade" in markets and hospitals but also at intersections and along various roads. The photo shows a young man with a deformed leg, crawling to beg for money on Dang Thai Than Street. |
| In April 2015, the Provincial People's Committee issued Plan No. 206/KH-UBND on addressing the issue of homeless people in the province, with the goal of eliminating homelessness by 2020. Prior to that, in 2011, Vinh City issued a plan titled "Addressing the issue of homeless people begging for food and money in the city." However, in reality, the problem of homeless people begging in the city remains widespread, significantly impacting security and urban aesthetics. |
