Muong Tip: United in overcoming difficulties, gradually achieving sustainable poverty reduction.

Natural features, geographical location

Muong Tip commune was established by combining the entire natural area and population of two communes: Muong Tip and Muong Ai of the former Ky Son district. After the administrative reorganization, Muong Tip commune has an area of ​​217.66 km².².

Geographically, Muong Tip is a mountainous border commune located approximately 280 km from the center of Nghe An province; it borders Muong Xen commune to the east and Na Ngoi commune to the southeast; and to the north, west, and southwest, it borders the Lao People's Democratic Republic with a 51 km long border.

The commune comprises 15 villages, 1,140 households, and a population of 6,412 people. The total number of poor households in the commune is 696 (61%); near-poor households number 290 (25.45%). Ethnic minorities account for over 96% of the population, with four ethnic groups living together: Khơ Mú (55.6%); Mông (29.82%); Thái (10.63%); and Kinh (3.95%). The Mường Típ Commune Party Committee has 27 subordinate branches with 550 party members.

In accordance with the conclusions of the Central Committee, the Provincial Party Committee, the People's Committee of Nghe An province, and current regulations related to the restructuring and organization of the administrative apparatus and the implementation of the two-tiered government model, Muong Tip commune (merged from Muong Ai commune) has now stabilized all its operations and will begin functioning immediately from July 1, 2025.

Muong Tip commune has a complex topography, with many steep hills and mountains dissected by valleys and streams; the land is arid and has poor soil; the weather is unpredictable, often experiencing flash floods, tornadoes, and prolonged heatwaves, which are unfavorable to the lives of the people and livestock farming and production activities… causing difficulties in building and developing infrastructure, arranging production and the daily lives of the people.

The road system from the commune center to the villages still has a high percentage of unpaved roads. Currently, there are still 4 villages with over 21 km of roads and 5 roads leading to production areas totaling over 10.5 km that are not yet paved, making travel very difficult, especially during the rainy season. Two villages still lack access to the national power grid; 5 main schools and schools in outlying villages still have many classrooms, dormitories, kitchens, and auxiliary facilities that have not been fully invested in...

Lessons learned

Comrade Vi Thi Quyen – Secretary of the Party Committee of Muong Tip commune – stated that the commune's Party Committee was established according to Decision No. 3614-QD/TU, dated June 18, 2025, of the Provincial Party Standing Committee, implementing the Resolution of the Party Congress for the 2020-2025 term. During the past term, the Party Committee has consistently received comprehensive leadership and guidance from the Party Committee, government, and various departments at all levels; important socio-economic programs and projects with investment capital have yielded practical results. As a result, infrastructure continues to improve, with many roads constructed, enhancing the lives of the people. Party building work has been strengthened and its operations increasingly effective. Political security, social order and safety, and border security in the area remain stable. The Party Committee and the people of all ethnic groups remain united, in agreement, and have absolute trust in the Party's leadership.

However, alongside its advantages, Muong Tip also faces numerous difficulties and challenges, including: a low starting point, complex terrain, and underdeveloped infrastructure; frequent occurrences of climate, weather, and natural disasters such as flash floods and landslides. At the beginning of the term, the Covid-19 pandemic broke out on a large scale, significantly impacting production, business, employment, and people's income, negatively affecting the achievement of targets and objectives set forth in the Party Congress resolution of the commune.

Based on that experience, to overcome difficulties and gradually develop in all aspects, Muong Tip commune has identified the causes and lessons learned to set development goals for the new term. In particular, it has determined that special attention must be paid to Party building and rectification, building a clean and strong political system; ensuring the comprehensive leadership of the Party. Building a team of cadres, civil servants, and public employees, especially leaders, with sufficient qualities, capabilities, and high prestige to meet the requirements of their assigned tasks. Seriously and promptly implementing the resolutions and directives of the Party, and the policies and laws of the State. Organizing and implementing them decisively, effectively, and in accordance with the actual conditions of the commune.

Regularly strengthen unity and solidarity within the Party and the political system; uphold the role of the Fatherland Front and its member organizations in social supervision and criticism; consolidate trust and create consensus among the people. Build an effective, efficient, and effective government in its management, direction, and operation; effectively implement discipline and order, improve the quality of administrative reform, and apply information technology. Promote democracy, expand dialogue, and promptly address legitimate requests and proposals from the people. Mobilize and effectively utilize resources; exploit the potential and advantages of the commune; and take advantage of the attention and assistance of provincial departments, agencies, and investors. Select key, priority, and crucial issues to focus leadership and direction, while simultaneously developing appropriate mechanisms and policies, always linking socio-economic development with national defense and security.

Based on an assessment of the tasks performed during the previous term, and forecasting the advantages, difficulties, and challenges in the 2025-2030 term, Muong Tip aims to leverage and maximize advantages, overcome difficulties and challenges, and achieve the set goals, targets, and tasks. The goal is to strive for comprehensive development in all fields and sustainable poverty reduction. This includes a strong focus on innovation in thinking and action, building a strong Party organization and political system, fostering a desire for development, self-reliance, self-improvement, and the strength of national unity, promoting administrative reform, streamlining the organizational structure of the political system for effective and efficient operation, attracting investment resources to build a comprehensive socio-economic infrastructure, and developing tourism destinations while preserving and promoting the cultural identity of ethnic groups. This ensures national defense, security, border sovereignty, and deepens foreign relations with border localities of our neighbor Laos.

Specifically, it identifies six key tasks and three breakthroughs. The key tasks focus on building a qualified workforce; a strong, streamlined, and effective political system; promoting the tradition of solidarity, unity, mutual support, community cohesion, self-reliance, and the aspiration for economic development and sustainable poverty reduction; and gradually reforming the thinking and management methods of commune-level governments.

Strengthen land management, protect forests and resources. Maximize domestic resources and effectively mobilize resources to build a synchronous infrastructure system. Focus on attracting investment resources, integrating national target programs for sustainable poverty reduction and new rural development, and repairing damaged transportation infrastructure (bridges, culverts, commune roads, etc.) and social, health, and education infrastructure damaged by natural disasters. Promote the application of science and technology and digital transformation, creating a foundation for sustainable and comprehensive development, ensuring harmony between economic, cultural, social, and environmental development with national defense, security, and foreign relations. Pay attention to education and training, and the quality of healthcare and medical treatment for the people. Continue to promote the "All People Unite to Build a Culturally Rich Life" movement, linked with the preservation and promotion of the cultural identity of ethnic groups. Effectively implement social security policies, ensure social progress and equity, and improve the material and spiritual lives of the people.

Effectively implementing ethnic and religious policies; improving the lives of ethnic minorities; and promoting the role of influential figures in the community. Among its key tasks, Muong Tip focuses on three breakthroughs: reforming thinking, overcoming conservative and stagnant attitudes, and avoiding dependence; maximizing resources to build a comprehensive infrastructure, with a focus on digital transformation and the application of digital technology in social governance and economic development.

Focus on building a team of cadres and civil servants, especially leading and managerial cadres, young cadres, female cadres, and cadres from ethnic minorities, creating a pool of successor cadres with qualities, capabilities, dedication, responsibility, and close to the people. Promote the patriotic emulation movement and resolutely strive to successfully achieve the goals, targets, and tasks set forth in the Resolution of the First Party Congress of the commune, term 2025-2030.
