Muong Tip: Solidarity to overcome difficulties, step by step sustainable poverty reduction

Natural features, geographical location

Muong Tip commune was established on the basis of arranging the entire natural area and population size of 02 communes: Muong Tip and Muong Ai of the old Ky Son district. After arranging the administrative unit, Muong Tip commune has an area of ​​217.66 km².

Regarding geographical location: Muong Tip is a mountainous border commune, about 280 km from the center of Nghe An province; to the East it borders Muong Xen commune, to the Southeast it borders Na Ngoi commune; to the North, West and Southwest it borders the Lao People's Democratic Republic with a 51 km long border.

The whole commune has 15 villages, 1,140 households with a population of 6,412 people. The total number of poor households in the commune is 696 households (61%); near-poor households are 290 households (25.45%). Ethnic minorities account for over 96%, with 4 ethnic groups living together. Of which: Khmu (55.6%); Mong (29.82%); Thai (10.63%); Kinh (3.95%). Muong Tip commune Party Committee has 27 affiliated Party cells with 550 Party members.

Implementing the conclusions of the Central, Provincial Party Committee, People's Committee of Nghe An province and current regulations related to the arrangement, organization of the apparatus, and implementation of the 2-level government model. Accordingly, Muong Tip commune (merged from Muong Ai commune) has so far stabilized all activities of the commune and put into operation since July 1, 2025.

Muong Tip commune has a complex terrain, many steep hills and mountains divided by valleys, rivers and streams, arid land, poor soil; complicated weather, often flash floods, tornadoes, prolonged heat waves are unfavorable for people's lives and livestock and production activities... causing difficulties in building and developing infrastructure, arranging production and people's daily lives.

The transportation system from the commune center to the villages is still not paved. Currently, there are 4 remaining villages with more than 21 km and 5 roads to the production area of ​​more than 10.5 km that have not been paved, making travel very difficult, especially in the rainy season. There are 2 villages that do not have national grid electricity; 5 main schools and schools in the small villages still have many classrooms, dormitories, kitchens, and auxiliary works that have not been fully invested...

Lessons learned

Comrade Vi Thi Quyen - Secretary of the Muong Tip Commune Party Committee said that the Commune Party Committee was established under Decision No. 3614-QD/TU, dated June 18, 2025 of the Provincial Party Committee Standing Committee, implementing the Resolution of the Party Congress, term 2020 - 2025. During the past term, the Party Committee has always received comprehensive leadership and direction from Party committees, authorities, departments and branches at all levels; important socio-economic programs and projects with investment capital have brought into practical effect. Thanks to that, infrastructure continues to be improved, many roads have been built to help improve people's lives. Party building work has been consolidated and improved, operating more and more effectively. The political security situation, social order and safety and border security in the area are stable. The Party Committee and people of all ethnic groups are always united, in consensus, and have absolute trust in the leadership of the Party.

However, besides the advantages, Muong Tip also faces many difficulties and challenges, such as: Low starting point, complex terrain, unsynchronized infrastructure; climate, weather, natural disasters, flash floods, and landslides often occur. At the beginning of the term, the Covid-19 pandemic broke out widely, greatly affecting production, business activities, employment, and people's income, negatively affecting the implementation of targets and objectives of the Commune Party Congress resolution.

From that reality, to overcome difficulties and gradually develop in all aspects, Muong Tip commune has recognized the causes and lessons learned to set development goals for the new term. In particular, it is necessary to pay special attention to the work of Party building and rectification, building a clean and strong political system; ensuring the comprehensive leadership of the Party. Building a team of cadres, civil servants, and public employees, especially leaders with sufficient qualities, capacity, and high prestige, meeting the requirements of assigned tasks. Thoroughly and promptly grasp the resolutions and directives of the Party, policies and laws of the State. Organize and implement them resolutely, effectively, and in accordance with the actual conditions of the commune.

Regularly consolidate solidarity and unity within the Party and the political system; promote the role of the Fatherland Front and member organizations in social supervision and criticism activities; strengthen trust and create consensus among the people. Build an effective, efficient and effective government in management, direction and administration; implement discipline well, improve the quality of administrative reform and IT application. Promote democracy, expand dialogue, promptly resolve people's legitimate recommendations and proposals. Mobilize and effectively use resources; exploit the potential and advantages of the commune; seek the attention and assistance of provincial departments, branches and investors. Select key, key and central issues to focus on leadership and direction, and have appropriate mechanisms and policies, always linking socio-economic development with ensuring national defense and security.

Muong Tip sets the goal of striving to build a commune with comprehensive development in all fields and sustainable poverty reduction. Strongly innovate thinking and actions, build a strong Party organization and political system. Build aspirations for development, self-reliance and strength of national solidarity. Promote administrative reform, streamline the apparatus in the political system to operate effectively, efficiently and effectively. Promote and attract investment resources to build a synchronous socio-economic infrastructure. Form tourist destinations, associated with preserving and promoting the cultural identity of ethnic groups; ensure national defense, security, border sovereignty and deepen foreign relations with border localities of Laos.

In which, 6 key tasks and 3 breakthroughs are identified. The key tasks focus on building a team of cadres that meet the requirements; a strong, streamlined political system that operates effectively and efficiently. Promoting the tradition of solidarity, unity, mutual love, community cohesion, self-reliance, aspiration to develop the economy, and sustainable poverty reduction. Gradually innovating the thinking, management and operation methods of commune-level authorities.

Strengthen land management, forest and resource protection. Maximize internal resources, effectively mobilize resources to build a synchronous infrastructure system. Focus on attracting investment resources, integrating the national target program for sustainable poverty reduction, new rural construction, etc., repairing traffic infrastructure works (bridges, spillways, communal roads, etc.) and social, health and education infrastructure works damaged by natural disasters. Promote the application of science and technology, digital transformation, creating a foundation for sustainable and comprehensive development, ensuring harmony between economic - cultural - social development - environmental protection with national defense - security and foreign affairs. Take care of education - training, quality of health care, medical examination and treatment for people. Continue to promote the movement "All people unite to build a cultural life" associated with preserving and promoting the cultural identity of ethnic groups. Effectively implement social security policies, ensure progress and social justice, and improve people's material and spiritual life.

Effectively implement ethnic and religious policies; improve the lives of ethnic minorities; promote the role of prestigious people in the community. Among the key tasks, Muong Tip focuses on three breakthroughs in innovation of thinking, overcoming conservative, stagnant, waiting and dependent thoughts. Maximize resources to build synchronous infrastructure, focusing on digital transformation and application of digital technology in social governance and economic development.

Focus on building a team of cadres and civil servants, especially a team of leaders and managers, young cadres, female cadres, cadres from ethnic minorities, creating a source of successor cadres with qualities, capacity, enthusiasm, responsibility, and closeness to the people. Promote the patriotic emulation movement, determined to strive to successfully implement the goals, targets, and tasks set out in the Resolution of the 1st Commune Party Congress, term 2025 - 2030.
